Report on Closed Session Actions Taken <br />No reportable action taken. <br />11. CITY COUNCIL REPORTS <br />A. Reports on Intergovernmental Agencies <br />Vice Mayor Starosciak gave an update on the Alameda County Congestion <br />Management Agency (CMA), reporting that the contract for the San Leandro sound wall <br />project has been awarded, with the inclusion of the sound absorption material requested <br />by the neighborhood. The City will receive an additional $350,000 for local streets and <br />roads. <br />Councilmember Gregory reported that he attended a recent League of California Cities <br />East Bay Division meeting on behalf of Vice Mayor Starosciak. At the meeting, <br />Councilmember Gregory gave a video testimonial on the potential impact to San <br />Leandro of the State borrowing local property tax revenue. The video has been <br />uploaded to the web and posted on www.SaveYourCity.net <br />Mayor Santos reported that the Alameda County Waste Management Authority adopted <br />its budget, and is now working on its strategic plan, including the dry fermentation <br />project that he introduced to the Board. Mayor Santos reported that the Alameda <br />County Transportation Improvement Authority (ACTIA) and the CMA held a joint <br />meeting to discuss the potential consolidation of the two agencies. <br />B. Reports on Conferences and Seminars <br />Councilmember Souza. reported that she attended the League of California Cities <br />Mayors & Council Members Executive Forum in San Diego. She reported on the <br />League's Save Your City campaign, which suggests that cities take the following three <br />actions: 1) record a video testimonial; 2) sign a letter to gubernatorial candidates urging <br />them to oppose borrowing from local agencies; and 3) educate the press. She noted that <br />Councilmember Gregory's video is posted on the Save Your City website, which also <br />shows that the State has taken $26 million from San Leandro since 1991. <br />Councilmember Souza also attended a seminar on successful ballot measures in tough <br />economic times and conducting successful polling. <br />C. Reports on Empowerment Funds <br />Vice Mayor Starosciak reported that she contributed $550 from her Community <br />Empowerment Funds to the Arroyo High School DECA Program to pay for <br />transportation to their state convention. <br />
