MINUTES Page 11 <br />City of San Leandro City Council, San Leandro Parking Authority, San Leandro Public Financing Authority, and San <br />Leandro Redevelopment Agency Joint Meeting~Tune 1, 2009 <br />D. Reports on City Council Committees <br />1. Business and Housing Development Committee Meeting of May 14, 2009. <br />Accepted as submitted. <br />Recommendation for City Council Consideration: <br />a. Schedule approval of a $400,000 loan to Allied Housing for the refinancing, <br />renovations, and rehabilitation of the Mission Bell Apartments. <br />By consensus, the City Council approved this recommendation. <br />b. Direct the City Manager to execute a consulting services agreement with <br />Keyser Marston Associates for assessment of the fiscal impacts of the Kaiser <br />Permanente Medical Center and preparation of a municipal services <br />agreement. <br />By consensus, the City Council approved this recommendation. <br />2. Facilities and Transportation Committee Meeting of May 12, 2009. Accepted as <br />submitted. <br />Councilmember Prola commented that he was in favor of the four-story garage, as <br />it was more cost-effective than afive-story garage. Councilmember Prola <br />commented that at the Marina Boulevard overcrossing and interchange, it <br />becomes exceedingly dangerous at certain times of the day for vehicles trying to <br />go north on I-880. He noted that the northbound traffic should not have to cross <br />in front of the traffic going westbound on Marina. <br />Vice Mayor Starosciak reported that she attended the community meeting held by <br />the Engineering and Transportation Department on the I-880 HOV lane and <br />Westgate/Davis Street widening projects. She noted that there was good input <br />from the community, and Councilmember Prola did an excellent job of facilitating <br />the meeting. Vice Mayor Starosciak complimented staff for bringing this item <br />forward for early community input. <br />Councilmember Gregory asked if there might be an opportunity to install solar <br />panels on the parking garage. Engineering and Transportation Director Uche <br />Udemezue indicated that when the project goes to bid, there will be an alternate <br />bid for the fifth floor. Staff is planning to apply for a federal stimulus grant for the <br />fifth floor construction. <br />3. Finance Committee Meeting of May 19, 2009. Accepted as submitted. <br />Councilmember Souza. recommended increasing fees for library programs and <br />services. In response to an earlier comment by Mayor Santos regarding equal <br />
