Deliverables: Working Paper 5 -Accessibility Audit and Recommendations for Conceptual
Designs
Meetings: Please refer to Task 1 for staff meetings
4. INFRASTRUCTiJRE DEVELOPMENT AND FINANCING STRATEGY
(IMPLEMENTATION PLAN)
This task comprises the primary deliverable for Phis study. It comprises the preparation of
preliminary engineering drawings for San Leandro Boulevard from Williams Street to Davis
Street equal to 25% to 35°lo plans, and the documentation of an implementation plan. The
development of this level of plans requires topographic survey, which is to be provided by the
City of San Leandro. The scope of work for the key elements of the implementation plan is
described below.
4.1 San Leandro Boulevard Preliminary Engineering Design
4.1.1 Research and Review (35%)
The Kimley-Horn team will visit the City's offices to obtain readily available information
relevant to this project. Items in which additional information will be required consist of:
• As-built roadway and utility plans for San Leandro Boulevard and the cross streets.
• As-built traffic signal plans.
• Benchmark and rnonumentation information (benchmark records available on-line).
• Sample plans and specifications.
• Any hydrology/hydraulic reports available for the project area.
• Any utility master plans.
• Any geotechnical reports available for the project area.
• Contact lists for the utilities within the project limits.
• City Standards (available on-line).
4.1.2 Topographic Data Collection Survey/Right-of-Way
The City will collect and provide the appropriate survey information required.
4.1.3 Field Reconnaissance
The Kimley-Horn team will conduct a field walk of the site and perform a site reconnaissance
prior to commencing with preliminary design activities. The existing condition of surface
features such as curbs, pavement, handicap ramps, drainage improvements, driveways, signage,
and landscaping will be noted for incorporation into the preliminary engineering plans.
4.1.4 Preliminary Engineering Plans and Engineer's Opinion of Probable Construction Costs
(EOPCC)
Upon approval of the conceptual plans, the Kimley-Horn team will prepare 35% construction
plans. The plans will be generally in the same format as the "sample" plans received from the
San Leandro Blvd-BART Interface Plan June, 2009
27 of 38
