San Leandro Community Assistance Funding <br />GRANT APPLICATION <br />ORGANIZATION: ECHO Housing <br />PROGRAM TITLE: Landlord-Tenant Counseling & Dispute Resolution <br />Objective #2 <br />a. Program Premise (if..., then...): If tenants and landlords, who are having difficulties communicating, agree to have their <br />problem conciliated or mediated, then the probability would increase that disputes would be amicably resolved and evictions <br />would be prevented without need of the court system, thereby preventing homelessness and the over-burdening of the court <br />system. <br />b. Program Activities (Describe the services to be provided that will be in your agency's Scope of Work): Provide <br />housing information and mediation in response to tenant/landlord complaints or requests, counsel clients on phone with <br />appropriate information, options, and steps for resolution, offer telephone intervention/ mediation of problem, offer follow-up <br />as necessary, as necessary (determined by counselor), invite parties for in-person resolution with staff acting as mediator, <br />assist clients with long term resolution to eviction whenever feasible, for permanent prevention of eviction due to current <br />circumstances of client. <br />c. Program Outputs (The direct quantifiable products of program activities, such as the number of meals provided or <br />participants served. Program outputs should be measurable and realistic): <br />BY JUNE 30, 2009 t12 MONTHS): <br />14 mediations/conciliations conducted <br />BY JUNE 30, 2010 (24 MONTHS): <br />28 mediations/conciliations conducted <br />d. Program Outcomes (Program Outcomes =The benefit for program participants. Who benefits, what will change, by when, how <br />will you know.): <br />BY JUNE, 30.2009 (12 MoNTHS): 50% or 7 of 14 conciliations/mediations requested by tenants and landlords will result in <br />fostering communication, amicable dispute resolution, and/or eviction prevention. <br />BY JUNE 30, 2010 (2a MONTHS): 50% or 14 of 28 conciliations/mediations requested by tenants and landlords will result in <br />fostering communication, amicable dispute resolution, and/or eviction prevention <br />e.
