ATMS Upgrade - CSA w/ Western Pacific Signal 2 July 6, 2009 <br />ATMS. Staff may potentially use American Recovery and Reinvestment Act of 2009 (ARRA) <br />Energy Efficiency and Conservation Block Grant (EECBG) funds to complete the project. <br />Analysis <br />Staff reviewed the functionalities of the City's existing ATMS in 2006. Staff also researched <br />current ATMS implementations by various agencies to aid in the development of the City's new <br />ATMS requirements. Since 2007, staff has secured. grants and developed the City's new ATMS <br />specifications and implementation plan. In 2008, staff prepared a Request for Proposal (RFP) to <br />upgrade the City's existing ATMS. The RFP was sent out on March 25, 2009. More than thirty <br />people attended the mandatory pre-proposal conference on April 14, 2009, which allowed the <br />prospective proposers to survey the project sites, to verify the information and to obtain any <br />additional details necessary to prepare a complete response to the RFP. Seven proposals were <br />received by the due date. The evaluation team followed the evaluation process specified in the <br />RFP to assess each proposer's qualifications, experience and proposed system functionalities that <br />best match the City's current and future system needs and budget. Western Pacific Signal was <br />ranked number one and therefore was selected for the project. The selected Western Pacific <br />Signal ATMS is widely implemented in the Bay Area. The system is advanced, mature, and <br />provides a clear future implementation path for the City. Western Pacific Signal is <br />headquartered in San Leandro and has a proven track record of providing outstanding products <br />and customer support. <br />The work will consist of the following: furnishing new TOCs at City Hall and the Public Works <br />Department; installing the new ATMS and appurtenant equipment; relocating the City's existing <br />Pelco Closed-Circuit Television (CCTV) system to the new TOC; relocating the equipment from <br />the existing communication room and TOCs to the new TOCs; incorporating the City's existing <br />fiber optics and wireless communications system; furnishing controllers for the 14 isolated <br />signals; incorporating the Pelco CCTV system and video detection system; and furnishing a <br />digital video recording system. Training of City staff, product testing, and system maintenance <br />will also be performed as part of this project. <br />The construction cost is estimated at $650,000, which consists of $608,621.26 to build the new <br />ATMS and $41,378.74 to renovate the two TOCs. The cost of construction support is estimated <br />at $65,000. Thus, the total project cost is $715,000. Staff has already secured $558,000 for the <br />project. An additional $157,000 in DFSI funds are required to complete the project. ARRA <br />EECBG funds may potentially be used to reduce the amount needed from the City's DFSI funds. <br />Current City Council Policy <br />Not Applicable <br />Previous City Council Action(s) <br />• On May 7, 2007, by Resolution No. 2007-065, the City Council authorized an application for <br />federal CMAQ improvement program funding for the ATMS upgrade project <br />
