City and San Leandro Unified School District Liaison Committee Meeting of May <br />21, 2009. Accepted as submitted. <br />2. Rules and Communications Committee Meeting of May 26, 2009. Accepted as <br />submitted. <br />Vice Mayor Starosciak remarked that it appeared the issue of garbage services for <br />the San Leandro Unified School District has been worked out. Mr. Hollister noted <br />that staff is still working out the details. Vice Mayor Starosciak requested that <br />staff provide a final report once the matter is concluded. <br />Recommendation for City Council Consideration: <br />a. Schedule consideration of changes to the relevant code sections to reflect the <br />changes to the Planning Commission and Board of Zoning Adjustments <br />meeting schedules. <br />By consensus, the City Council approved this recommendation. <br />b. Schedule review and adoption of revised Guidelines for Councilmember <br />Town Hall Meetings. <br />By consensus, the City Council approved this recommendation. <br />Councilmember Prola stated that he and Ms. Handa would attend a meeting <br />on Ranked Choice Voting (RCV) at the Alameda County Registrar of <br />Voters Office on July 17. In his discussions with Secretary of State Debra <br />Bowen, she has indicated to him that she could grant aone-time certification <br />of the RCV system. <br />Councilmember Reed questioned a small group pursuing use of the system <br />before the full Council had given its direction. Mr. Hollister suggested that <br />staff schedule a Council discussion on RCV in July. <br />Councilmember Gregory inquired about the status of the smoking ordinance. <br />Community Relations Representative Kathy Ornelas summarized the <br />provisions of the draft ordinance, and noted that community outreach would <br />need to be performed before the matter was brought back to the Committee <br />sometime in the fall. <br />Councilmember Souza commented that the Committee recommended a <br />restriction on smoking near schools, and this should be discussed with the <br />school districts. Ms. Ornelas indicated that the item would be placed on the <br />agendas of the City Council and School District Liaison Committees. <br />
