City and San Leandro Unified School District Liaison Committee Meeting of May 21, 2009. Accepted as submitted. 2. Rules and Communications Committee Meeting of May 26, 2009. Accepted as submitted. Vice Mayor Starosciak remarked that it appeared the issue of garbage services for the San Leandro Unified School District has been worked out. Mr. Hollister noted that staff is still working out the details. Vice Mayor Starosciak requested that staff provide a final report once the matter is concluded. Recommendation for City Council Consideration: a. Schedule consideration of changes to the relevant code sections to reflect the changes to the Planning Commission and Board of Zoning Adjustments meeting schedules. By consensus, the City Council approved this recommendation. b. Schedule review and adoption of revised Guidelines for Councilmember Town Hall Meetings. By consensus, the City Council approved this recommendation. Councilmember Prola stated that he and Ms. Handa would attend a meeting on Ranked Choice Voting (RCV) at the Alameda County Registrar of Voters Office on July 17. In his discussions with Secretary of State Debra Bowen, she has indicated to him that she could grant aone-time certification of the RCV system. Councilmember Reed questioned a small group pursuing use of the system before the full Council had given its direction. Mr. Hollister suggested that staff schedule a Council discussion on RCV in July. Councilmember Gregory inquired about the status of the smoking ordinance. Community Relations Representative Kathy Ornelas summarized the provisions of the draft ordinance, and noted that community outreach would need to be performed before the matter was brought back to the Committee sometime in the fall. Councilmember Souza commented that the Committee recommended a restriction on smoking near schools, and this should be discussed with the school districts. Ms. Ornelas indicated that the item would be placed on the agendas of the City Council and School District Liaison Committees.
