Vesting Tentative PLN2008-00030 2 July 20, 2009 <br />• The Mitigated Negative Declaration for the Cornerstone and the replacement garage were <br />approved by the Planning Commission on July 9, 2009. <br />• Site Plan Review for the Cornerstone and replacement parking garage was approved by <br />the Planning Commission on July 9, 2009. <br />The Vesting Tentative Map was recommended for approval to the City Council by the Planning <br />Commission on July 9, 2009. <br />BACKGROUND <br />Cornerstone at San Leandro Crossings <br />Cornerstone at San Leandro Crossings is being planned for the BART East Parking Lot located at <br />1400 San Leandro Boulevard also known as "Site 1" on the attached "Masterplan Projects". The <br />development will be a Class A, luxury, multi -family rental community which will be mapped for <br />condominium purposes. The structure will contain 200 homes based with the following unit <br />breakdown: 8 studio units, 95 one bedroom and 97 two bedroom units with an additional 5000 <br />sq. ft of commercial space. The podium level will contain multiple amenities including a two- <br />story club room with a full kitchen, a fitness room with locker room/showers, an outdoor BBQ <br />area and a heated pool, spa and sun deck. <br />Frontages on San Leandro Boulevard, West Juana Avenue and Carpentier Street will have <br />ground floor units with entrances facing the sheet. This pedestrian orientation coupled with <br />extensive new landscaping will make for a strong pedestrian oriented project consistent with the <br />City's TOD Strategy. <br />Replacement Parking Garage <br />The Replacement Parking Garage will be located at the intersection of Parrott Street and <br />Martinez Street and is shown as "Site 2" on the attached Masterplan Projects. The four -level, 339 <br />space parking stricture, will be constructed of concrete, and will include auto and van accessible <br />stalls. The 339 parking spaces will provide 10 spaces more than those currently located on the <br />BART East Parking Lot. <br />A detailed description of the Cornerstone and Replacement Garage is found in the Planning <br />Commission Report (attached). Included in your packet for informational purposes are colored <br />elevations and site plans, the Vesting Tentative Map, and floor plans. <br />Staff recommends that the City Council 1) hear the staff presentation; 2) open the public hearing; <br />3) discuss the material 4) adopt the mitigated negative declaration and mitigation monitoring <br />program, and 4) approve the Vesting Tentative Map subject to the attached Conditions of <br />Approval. <br />
