This review is generally focused on site planning <br />issues and overall project design. <br />BART Agreement and Applicant's Public Outreach <br />An Exclusive Negotiating Agreement (ENA) was entered into by the City of San Leandro <br />Redevelopment Agency, BART and Westlake in early 2008. That agreement requires Westlake <br />to present their proposal of San Leandro Crossings (The Alameda and The Cornerstone) to the <br />community in no less than four community meetings. Those meetings took place on August 7th <br />August 26"', September 23rd, and October 20, 2009. The site is currently owned by BART <br />and is utilized as a 329 stall surface parking lot. The property is subject to a Tri -Party Exclusive <br />Negotiating Agreement ("ENA") by and between BART, Westlake Development Partners, LLC, <br />and The City of San Leandro. The site is relatively flat and has trees fronting San Leandro <br />Boulevard, West Juana Avenue, and Carpentier Street.
