Site #2 — Westlake Property: Westlake Development Partners, LLC owns the 5.3 acre property <br />located immediately west of BART Station between Alvarado Street, West Estudillo Avenue, <br />and Martinez Street. This property is relatively flat and was the site of a cannery prior to being <br />demolished in the 1990's. The site is vacant and is listed as SP8, Site B and Part of Site C in the <br />City's TOD Strategy. Lot 3 of the recently approved Vesting Tentative Map 8010 will be the site <br />of the replacement parking garage which is subject to this Site Plan Review application. The <br />other lots in this map were either approved pursuant to Site Plan Review Permit PLN2008-0031 <br />or in the remainder of Lot 1 of map 8010 and are subject to future approvals. <br />Land Transactions <br />In conjunction with the proposed development, the following land transactions are expected to <br />take place, with certain transactions subject to City of San Leandro approvals and/or approval by <br />the BART Board of Directors: <br />• The City of San Leandro will vacate certain property within Martinez Street to the <br />adjacent property owners (Westlake and Union Pacific) for the development of the <br />Replacement Parking Garage. <br />• Westlake will purchase back the land within Martinez Street vacated to Union Pacific. <br />• Westlake will purchase a remnant parcel along Alvarado Street property from the City of <br />San Leandro. <br />• Westlake will consolidate and map the property along Martinez Street into four parcels. <br />• BART will purchase the land under the Replacement Parking Garage and The Alameda <br />from Westlake. <br />• Westlake will purchase the BART East Parking lot from BART. <br />• Westlake or the City of San Leandro will purchase adjacent vacant property on Martinez <br />Street to the south of the Replacement Parking Garage for additional parking and utilities. <br />Property Ownership and Operations <br />The Alameda (previously approved by the Planning Commission), Cornerstone, and the <br />Replacement Parking Garage will be developed, owned, and operated by different entities as <br />follows: <br />The Alameda — This housing community will be developed by BRIDGE Housing <br />Corporation and managed by BRIDGE's affiliated property management company. <br />Planning Commission July 9, 2009 <br />Cornerstone at San Leandro Crossings Public Hearing Page 4 of 14 <br />
