The San Leandro Boulevard Pedestrian Interface Study project scope includes work along the <br />Boulevard and within the BART station focused toward improving pedestrian access along and <br />across the Boulevard as well as improvements to the pedestrian drop off area within the station <br />area. The scope also includes improving pedestrian access on West Juana Avenue between the <br />station and downtown as well as opening up a new pedestrian connection at West Joaquin <br />Avenue between San Leandro Boulevard and Carpentier Street. This work will be performed by <br />the City of San Leandro and will include the following specific improvements: <br />1. Consistent with the TOD Strategy, San Leandro Boulevard will be redesigned to make it a <br />more enjoyable pedestrian environment that will encourage walking in the neighborhood. The <br />traffic lanes will be reduced from seven to five lanes, parallel parking spaces will be created <br />adjacent to Site #1 along San Leandro Boulevard, and a Class 11 bicycle lane will be added to <br />both sides of the street. The sidewalk area will be widened and landscaping and street trees will <br />be added along San Leandro Boulevard. Those improvements along with the parallel parking <br />spaces will increase the separation between pedestrians and moving traffic and enhance the <br />pedestrian environment. Sidewalk "bulbouts" will be created at opposite sides of the intersection <br />of San Leandro Boulevard and West Juana Avenue to improve pedestrian access by shortening <br />the distance across San Leandro Boulevard to the BART station. The existing trees along San <br />Leandro Boulevard will be removed and replaced with new City approved street trees to create a <br />consistent streetscape from the Creekside Office development on San Leandro Boulevard and <br />Davis Street to the project site. <br />2. West Juana Avenue will be narrowed by four feet and the existing sidewalk between San <br />Leandro Boulevard and Carpentier Street will be replaced. Sidewalk "bulb outs" will be created <br />at West Juana Avenue and Carpentier Street to enhance connectivity. The existing mature trees <br />along West Juana Avenue will be saved (pruned and thinned) with the exception of those <br />conflicting with new entries. <br />3. A new pedestrian park / paseo will be created at West Joaquin Avenue between San Leandro <br />Boulevard and Carpentier Street. This paseo will be attractively landscaped to provide pedestrian <br />and bikes another access point between downtown and the BART station. The paseo will be <br />designed to build on the existing historic character of the area and will include an art element to <br />provide visual interest. A new decorative fence will be located between the paseo and the St. <br />Leanders' School property. <br />4. New street and pedestrian lights will also be added to complement the character of the street <br />and building. <br />5. Utilities: In addition to the street and pedestrian improvements, the overhead utility lines that <br />run along the Carpentier Street frontage of Site #1 will be placed underground. <br />Vesting Tentative Map <br />The Cornerstone at San Leandro Crossings' Vesting Tentative Map includes the property at West <br />Juana Avenue and San Leandro Boulevard only and not the BART replacement garage.
