Two driveway entrances will provide access to and from the garage. The first will be directly off <br />of Parrott Street and the second will be off of Thornton Street via a short section of Martinez <br />Street. The dual access will distribute traffic and minimize entry and exit delays. Furthermore, <br />should the garage expand to the south along Martinez Street as contemplated in the TOD <br />Strategy, the garage can remain open during construction with a single point of access from <br />Parrott Street during the construction period. <br />The garage will be set back from the western property line by 5'-1" pursuant to the Alameda Fire <br />Department's requirement. Fire truck access points to the rear portion of the garage are provided <br />on each side of the structure and the garage will be planned to include fire sprinklers. The S2, <br />open parking structure will be built as a Type 1 or 2A structure. <br />Two elevators will be provided and are positioned on the eastern side toward the middle of the <br />garage near Parrott Street to minimize the travel distance between the garage's pedestrian <br />entrance and the BART station. The elevators will project out from the structure to provide a <br />visual element to the eastern facade. The standard parking stall dimension will be 8'-6" by 18' <br />and the drive isles will be 24'. The minimum clear dimensions will be 8'-2" on the first floor <br />and 7'-0" on the upper floors. <br />Downtown Street and Pedestrian Improvements <br />The City of San Leandro has undertaken a variety of projects in recent years to revitalize the <br />City's downtown, including the adoption in the fall of 2007 of a new downtown Transit -Oriented <br />Development Strategy, the opening of the Downtown History Walk in spring 2007 as well as the <br />opening of the City's Museum and Art Gallery on West Estudillo several years ago. Other <br />important efforts have included a storefront enhancement program, the introduction of a <br />downtown farmer's market in the summer of 2008 and the development of a unique downtown <br />marketing campaign aimed at attracting businesses to San Leandro's Downtown. <br />In September, 2008, the City began construction on the downtown street and pedestrian <br />improvement project. The project includes the development of a new community plaza that <br />features a fountain and areas for outdoor seating for restaurants, new pedestrian amenities such as <br />improved lighting, sidewalks, landscaping and street trees to enhance downtown shopping and <br />entertainment activities. Repaving and reconfiguration of some of the existing parking lots is <br />also included. <br />San Leandro Boulevard Street and Pedestrian Improvements <br />On June 15, 2009 the City Council approved a contract to commence work on the San Leandro <br />Boulevard -BART Pedestrian Interface Study. This study will result in a plan that facilitates <br />vehicle and pedestrian circulation in the immediate BART station area. Improvements to the <br />circulation will integrate all modes of transit with special attention to enhancing the pedestrian <br />streetscape environment and encouraging the use of bicycles. <br />Planning Commission July 9, 2009 <br />Cornerstone at San Leandro Crossings Public Hearing Page 7 of 14 <br />
