The City of San Leandro's TOD Strategy is the type of plan that this SB 375 will be requiring of <br />cities throughout California. The pilot station area plan grant San Leandro received in late 2005 <br />has allowed San Leandro to be a leader in statewide sustainable development strategies. <br />Environmental Analysis <br />The proposed project tiers off of an Environmental Impact Report prepared for the Downtown San <br />Leandro Transit -Oriented Development (TOD) Strategy that was certified in September 2007. This <br />project involves a Vesting Tentative Map and Site Plan Review (PLN2008-00030) for a proposed <br />200 unit multi -family residential condominium project consisting of four stories of studios, one - <br />and two- bedroom units over a ground floor and basement containing a 290 -space parking <br />garage. San Leandro Crossings also includes a BART parking structure that will replace all of <br />the BART parking (329 spaces) currently provided on Site 1 and will be 339 parking spaces. The <br />property encompasses three parcels totaling approximately 4.22 acres that are currently <br />underutilized (Site 1) and vacant (Site 2). Site 1 has been used as a parking lot for the San <br />Leandro BART Station since 1982. Site 2 encompasses a portion of the former site of the Del <br />Monte Processing Plant. The project site is located within the Downtown San Leandro Transit - <br />Oriented (TOD) Development Strategy Area and is one of the first development projects to <br />implement the TOD Strategy. <br />Copies of the Mitigated Negative Declaration have been sent to the different state agencies for <br />review. A copy of the Mitigated Negative Declaration and Initial Study is attached. The 30 -day <br />public review period established for the document was from March 20, 2009 to April 21, 2009. A <br />copy of the Mitigated Negative Declaration and Initial study has been sent to state agencies for <br />review. The following comment was received from the State of California Department of <br />Transportation (Caltrans): <br />"On Page 5-8 of the San Leandro Transit -Oriented Development Strategy <br />(SCH#2006052102) Final Environmental Impact Report (EIR), it indicates that, <br />"A project -specific Negative Declaration, Mitigated Negative Declaration or EIR <br />required of individual development proposals, will address specific effects to that <br />level of detail." Upon request (Letter dated December 17, 2008), the City <br />provided the Queuing Analysis by Kimley-Horn and Associates, Inc. to the <br />Department which shows impact to the traffic circulation. However, the MND <br />for this proposed project did not address the queuing issue. Please provide the <br />cumulative impacts and mitigation measures to address this queuing issue for our <br />review." <br />The city asked the transportation engineering firm Kimley-Horn to review this comment. <br />Kimley-Horn concluded.;"..the queues for the worst-case scenario for cumulative plus project <br />conditions show that queue lengths do not extend the storage provided.
