The <br />replacement garage was included in the Vesting Map (PLN20008-00054, map 48010) previously <br />approved by the Planning Commission and the City Council. The Cornerstone map will vest the <br />right to building 200 residential units on the site. Vesting becomes complete upon a final map <br />being filed and approved by the City Council and will be subject to the city ordinances, policies <br />and standards in effect at the time of the final City Council approval. The map is also being used <br />for the purpose of turning the proposed 200 multi -family units into condominiums. <br />The San Leandro Crossings' Vesting Tentative Map includes the following property: <br />BART East Parking Lot: The 2.27 acre existing BART East Parking Lot is located at the <br />northeast corner of San Leandro Boulevard and West Juana Avenue, directly across San Leandro <br />Boulevard from the San Leandro BART Station. The site is currently owned by BART and is <br />utilized as a 329 stall surface parking lot. The property is subject to a Tri -Party Exclusive <br />Negotiating Agreement ("ENA") by and between BART, Westlake Development Partners, LLC, <br />and The City of San Leandro. The site is relatively flat and has trees fronting San Leandro <br />Boulevard, West Juana Avenue, and Carpentier Street. This site is listed as SPS Site A in the <br />City's TOD Strategy. <br />The applicant will pay approximately $552,000.00 to the San Leandro School District pursuant to <br />the developer fee schedule developed by the District for The Cornerstone. This will serve as the <br />complete mitigation of all school impacts associated with this development. More details on the <br />schools is in the Planning Commission Staff Report. <br />Regional Housing Needs Allocation <br />In terms of the housing allocation for all cities, the Department of Housing and Community <br />Development -based on population growth estimates and income estimates -determines how many <br />housing units and what types are needed per each metropolitan region. The local association of <br />governments, which is the Association of Bay Area Governments (ABAG) in the City of San <br />Leandro case, then detennines what each local jurisdiction must produce. According to the <br />ABAG's website, the Bay Area will grow from its current 7 million to about 9 million people <br />from 2007-2014. As a result San Leandro's housing unit allocation for the period 2007-1014 is to <br />
