13. The proposed development shall comply with City ordinances, policies and <br />regulations. All public and private site improvements shall be in accordance with <br />the City's Design Standards, Specifications and Standard Plans unless otherwise <br />specifically approved by the City Engineer. <br />14. Applicant shall have public and private site improvements designed and stamped by <br />a civil engineer registered to practice within the State of California. Applicant shall <br />obtain approval of the City Engineer for all on and off site improvements prior to <br />the issuance of Building Permits for the project. All improvements within the right- <br />of-way shall be per City Standards. Improvements shall be designed so that storm <br />water does not impact pedestrian travel along sidewalks or across streets. <br />15. Applicant shall provide the following bicycle parking spaces for the <br />development: A minimum of ten (10) short term spaces for guests and a <br />minimum of fifty (50) overnight spaces for use by residents. Overnight spaces <br />must be in a secure area, preferably indoors. Plans shall be submitted showing the <br />location of the bicycle parking prior to issuance of a building permit. <br />16. Applicant shall either enter into a subdivision improvement agreement with the City <br />and provide security for the cost of the improvements, or enter into a cooperative <br />improvement agreement with the City specifying which party will construct the <br />improvements and the time of performance, or construct the following work prior to <br />approval of the final map: Relocation of the existing utilities on Carpetntier Street <br />from West Juana Avenue to West Joaquin Avenue from overhead to underground. <br />Any work beyond the specified area may be credited toward other required <br />underground utility fees for this project. <br />17. Applicant shall pay underground utility fees for utilities on West Juana Avenue <br />and San Leandro Boulevard that have already been relocated from overhead to <br />underground by the City. The fee is $284/linear foot or $180,405.32 for both <br />frontages. This fee is due prior to approval of the final map or when building <br />permits are issued, whichever occurs first. <br />18. Applicant shall locate all utilities serving the site underground. Plans shall be <br />submitted showing the location of new utility services prior to issuance of a <br />building permit. <br />19. Applicant shall comply with the regulations and provisions contained in the City's <br />Grading Ordinance, the City's Storm Water Pollution Prevention Permit, and the <br />National Pollutant Discharge Elimination System (NPDES), to the satisfaction of <br />the City Engineer. Applicant shall reduce storm water pollution by implementing the following <br />pollution source control measures: <br />a) Structures shall be designed to discourage the occurrence and entry of pests <br />into buildings, thus minimizing the need for pesticides. All trash areas shall be <br />separated from the rest of the building by concrete or masonry walls so that pests <br />that gain access to the area are less likely to access the rest of the building. <br />b) All storm drains shall be marked "NO DUMPING, DRAINS TO BAY" <br />Vesting Tentative Map 7999/ PLNT2008-00030 Page 3 <br />Conditions of Approval July 20, 2009 <br />
