PLN2008-00030; Cornerstone at San Leandro Crossings <br />Mitigated Negative Declaration <br />Noise <br />March 20, 2009 <br />Implementation of Mitigation Measures #20 through #23, as required, would reduce <br />potential hazards and hazardous materials impacts to a less than significant level. <br />Existing ambient noise in the vicinity of the project site is predominantly due to proximity to the <br />San Leandro BART Station and tracks, vehicular traffic along San Leandro Boulevard, and noise <br />from on-going railroad (SPRR) operations. A noise study conducted for the proposed project <br />assessed the exterior noise environment of the subject properties. After project build out, the <br />noise environment will be dominated by BART operations along the easterly portion of Site 2, <br />by SPRR operations along the westerly portion of Site 2 and by a combination of both to the <br />north and south of the project area. Aircraft -related noise is low and infrequent, with only <br />occasional civil aircraft operations being audible for brief periods. As described in Section 10, <br />Transportation/Traffic, implementation of the proposed project would result in a direct and <br />indirect increase in residents and visitors to the project site over current conditions. The <br />increased activity levels at the project site, in addition to traffic and operation of the proposed <br />project, have the potential to increase noise levels in the vicinity of the project. This potential <br />increase could impact both existing sensitive receptors, as well as new potential residents within <br />the project area. Accordingly, the effects of noise and vibration could have a potentially <br />significant impact. <br />Mitigation Measure #24: Common outdoor use areas and courtyards that are exposed to <br />noise sources exterior to the project shall be provided with noise mitigating design features, <br />such as architectural sound barriers and other noise mitigation set forth in the Wilson <br />Ihrig & Associates, Inc. Noise Study (July 15, 2008) in accordance with CCR Title 24. <br />Public or private balconies are exempt from this requirement pursuant to the Downtown <br />San Leandro TOD Strategy EIR (September 2007). <br />Implementation of Mitigation Measure #24 reduces potential noise impacts to a less than <br />significant level. <br />Transportation and Circulation <br />Implementation of the proposed project would result in a direct and indirect increase in residents <br />and vehicular traffic to the project site over current conditions, as an at -grade asphalt parking lot <br />is replaced with multi -family residential housing (Site 1) and a vacant lot is replaced with a 329 to <br />345 -space BART parking garage (Site 2). Trip generation calculations adhere to the trip rate <br />assumptions made for the Downtown San Leandro TOD Strategy, as set forth in the TOD <br />Strategy EIR that was certified in 2007. A Traffic Impact Analysis was prepared by Kimley-Horn <br />(February 2009) to examine the transportation impacts of the proposed project on the existing and <br />planned road network, pedestrian and bicycle activity, transit services, parking and operational <br />13 <br />
