PLN200"0030; Cornerstone at San Leandro Crossings <br />Mitigated Negative Declaration <br />March 20, 2009 <br />Mitigation Measure #36: The applicant shall pay an impact fee and/or dedicate parkland <br />to offset the increase in park needs resulting from the proposed project. Where on-site <br />parkland is dedicated, it should be improved, maintained, and accessible to the general <br />public in accordance with General Plan Policy 22.02. <br />Implementation of Mitigation Measure #36 reduces potential recreation impacts to a less <br />than significant level. <br />Aesthetics <br />The proposed project could change the visual character and quality of the project site, which is <br />currently vacant and currently surrounded by low-rise, light industrial and commercial buildings. <br />The proposed development of the project site would introduce more intensive uses, thereby <br />introducing visual elements and features that could contrast with the existing visual landscape <br />creating a potentially significant impact. <br />Mitigation Measure #37: The applicant shall be required to go through the City of San <br />Leandro Site Plan Review process to ensure that the design for the proposed project is <br />compatible with and consistent with the various architectural styles and character of <br />downtown San Leandro, in accordance with General Plan Policy 42.04. <br />Mitigation Measure #38: The Applicant shall be required to apply street lighting <br />standards and other exterior lighting standards that are designed to reduce glare on <br />adjacent properties. New lighting shall be designed to reduce adverse impacts by using <br />techniques such as automatic shut off controls and glare shields and by appropriately <br />orienting and positioning fixtures at a height consistent with the intended use, in <br />accordance with General Plan EIR Mitigation Measure D4. <br />Implementation of Mitigation Measures #37 and #38 reduces potential aesthetics impacts to <br />a less than significant level. <br />Cultural Resources <br />Construction activities could result in ground disturbance that would cause a substantially <br />adverse change in the significance of an unknown archeological resource. <br />Mitigation Measure #39: The applicant shall cease any grading or construction activities <br />and shall consult with appropriate representatives of the Native American Heritage <br />Commission if human remains are discovered, in accordance with State Law and Section <br />7050.5 of the Health and Safety Code, Section 15064.5 (e) of the State CEQA Guidelines <br />and Section 5097.98 of the Public Resources Code. <br />Implementation of Mitigation Measure #39 reduces potential cultural resource impacts to a <br />less than significant level. <br />16 <br />
