PLN2008-00030, Cornerstone at San Leandro Crossings March 20, 2009 <br />Mitigated Negative Declaration <br />Mitigation Measure #31: The applicant shall incorporate lighting, landscaping and other <br />design features that reduce the potential for crime and facilitate rapid response to <br />emergency calls in accordance with General Plan Policy 45.06. <br />Mitigation Measure #32: The applicant shall pay all developer fees required by the San <br />Leandro Unified School District at the time of building permits. <br />Implementation of Mitigation Measures #30 through #32 reduce potential public services <br />impacts to a less than significant level. <br />Utilities and Service Systems <br />Because the proposed project would result in greater population at the project site, it is expected <br />that demand for public utilities would increase. Depending on the existing and planned <br />capacities to be available, the proposed project could necessitate the alteration or construction of <br />water, wastewater, or solid waste facilities resulting in a potentially significant impact. As <br />identified in the Downtown TOD Strategy EIR (September 2007), implementation of the project <br />could result in adverse impacts on water supply. <br />Mitigation Measure #33: The applicant shall promote the efficient use of existing water <br />supplies through a variety of water conservation measures, including evaluating the <br />potential for the use of recycled water for landscaping in accordance with General Plan <br />Policy 27.02. <br />Mitigation Measure #34: The applicant shall conserve water through the use of such <br />measures as low -flow plumbing fixtures and water -saving appliances in accordance with <br />General Plan Policy 27.04. <br />Mitigation Measure #35: The applicant shall be required to pay its fair share of the cost of <br />improving the water, sewer, drainage and other infrastructure systems needed to serve the <br />development through use fees or other appropriate forms of mitigation in accordance with <br />General Plan Policy 52.02. <br />Implementation of Mitigation Measures #33 through #35 reduce potential utilities and <br />service system impacts to a less than significant level. <br />Recreation <br />Because the proposed project could result in greater employment and population at the project <br />site, it is expected that demand for parks and recreational facilities could increase. Depending <br />on the existing use and condition of local parks and related recreational facilities, the proposed <br />project could necessitate the expansion or construction of park related resources which could <br />result in a potentially significant impact. <br />15 <br />
