Displace substantial numbers of people, <br />X <br />1, 2, 4, 9 <br />necessitating the construction of replacement <br />housing elsewhere? <br />EXPLANATION: <br />a) Site 1 includes the proposed development of a 200 -unit luxury condominium project, with 290 parking spaces on a site that is <br />presently used as a surface parking lot for the San Leandro BART Station. Intensification of the use of this site would lead <br />directly to population growth in the downtown San Leandro area. Site 2 will consist of the development of a 329 to 345 -space <br />BART parking garage. Impacts related to population and housing were evaluated in the Downtown San Leandro TOD Strategy <br />ETR. The proposed project will not create substantial population growth and result over and above what was analyzed in the <br />TOD EIR, which was ;certified in September of 2007_ The proposed project, as a development project occurring under the <br />TOD Strategy, would be required to follow the General Plan Policies and the Mitigation Measures Master List set forth in the <br />TOD Strategy EIR. Implementation of mitigation measures, as identified below, would result in less than significant impacts <br />for population and housing. <br />Mitigation Measure #I: The applicant shall implement infill development on vacant or underused sites within <br />residential areas in compliance with General Plan Policy 3.04. <br />Mitigation Measure #2: As provided in Section 6-3014 (b) of the San Leandro Zoning Code, a developer may provide <br />off-site construction, land dedication, credit transfers, in -lieu fees or a combination of these alternatives to satisfy the <br />inclusionary housing requirements, which are being pursued in this case. <br />This application is for infill development of vacant and underutilized sites. There are no new impacts beyond what was <br />analyzed in the Downtown San Leandro TOD Strategy ETR (2007). <br />b -c) The proposed project would include development on parcels that are currently either vacant or used as a surface parking lot and <br />have been previously graded and disturbed. No housing units are currently located on either site. The construction of <br />replacement housing would not be necessary since no housing units or residents will be displaced with project implementation. <br />There are no new impacts beyond what was analyzed in the Downtown San Leandro TOD Strategy EIR that was certified in 2007. <br />3.
