Upon request (Letter dated December 17, 2008), the City provided the Queuing Analysis by Kimley-Horn and Associates, Inc. to the Department which shows impact to the traffic circulation. However, the MND for this proposed project did not address the queuing issue. Please provide the cumulative impacts and mitigation measures to address this queuing issue for our review." The city asked the transportation engineering firm Kimley-Horn to review this comment. Kimley-Horn concluded,".. the queues for the worst-case scenario for cumulative plus project conditions show that queue lengths do not extend the storage provided. Board/Commission Findings The Planning Commission reviewed the matter at its July 9, 2009 meeting, recommending a motion to the City Council to approve the Vesting Tentative Map subject to the revised Conditions of Approval. Summary of Public Outreach Efforts Legal requirements for notification of this meeting included publication of a legal notice in the Daily Review and posting of the meeting agenda at City Hall a minimum of 72 hours in advance of the meeting date. Notices were also mailed to interested property owners, the San Leandro Chamber of Commerce and to the City's list of Homeowners Associations. On July 9, 2009, the Planning Commission met in the Council Chambers, which was also noticed according to the above protocol. Fiscal Impact Not applicable. Budget Authority Not applicable.
