Vesting Tentative PLN2008-00030 8 <br />July 20, 2009 <br />"A project -specific Negative Declaration, Mitigated Negative Declaration or EIR <br />required of individual development proposals, will address specific effects to that <br />level of detail." Upon request (Letter dated December 17, 2008), the City <br />provided the Queuing Analysis by Kimley-Horn and Associates, Inc. to the <br />Department which shows impact to the traffic circulation. However, the MND <br />for this proposed project did not address the queuing issue. Please provide the <br />cumulative impacts and mitigation measures to address this queuing issue for our <br />review." <br />The city asked the transportation engineering firm Kimley-Horn to review this comment. <br />Kimley-Horn concluded,".. the queues for the worst-case scenario for cumulative plus project <br />conditions show that queue lengths do not extend the storage provided. Therefore, the impact is <br />less than sign] ficant. "(See Mitigated Negative Declaration responses and comments for more <br />details). <br />Code Compliance Review <br />Not applicable. <br />Board/Commission Findings <br />The Planning Commission reviewed the matter at its July 9, 2009 meeting, recommending a motion <br />to the City Council to approve the Vesting Tentative Map subject to the revised Conditions of <br />Approval. <br />Summary of Public Outreach Efforts <br />Legal requirements for notification of this meeting included publication of a legal notice in the <br />Daily Review and posting of the meeting agenda at City Hall a minimum of 72 hours in advance <br />of the meeting date. Notices were also mailed to interested property owners, the San Leandro <br />Chamber of Commerce and to the City's list of Homeowners Associations.
