Aesthetics Impacts (Continued) <br />d-e)Existing lighting at the project site is limited to existing light standards in the parking lot in Site 1 and is non-existent on <br />POTENTIALLY <br />along walkways, within the adjacent BART parking lots, and at building entrances. The proposed project will include <br />lighting plans to address nighttime and security lighting characteristics of a residential development and a BART Parking <br />Structure. However, the new buildings may involve lighting designs or construction materials that could increase <br />ISSUES <br />POTENTIALLY <br />SIGNIFICANT <br />LESS THAN <br />NO <br />General Plan EIR Mitigation Measure D4. <br />There are no new impacts beyond what was analyzed in the Downtown San Leandro TOD Strategy EIR that was certified <br />SIGNIFICANT <br />UNLESS <br />SIGNIFICANT <br />IMPACT <br />SOURCES <br />ISSUES <br />MITIGATION <br />IMPACT <br />INCORPORATED <br />in section 15064.59 <br />Aesthetics Impacts (Continued) <br />d-e)Existing lighting at the project site is limited to existing light standards in the parking lot in Site 1 and is non-existent on <br />Site 2, which is currently vacant. Surrounding light sources are characterized by low -intensity security and safety lighting <br />along walkways, within the adjacent BART parking lots, and at building entrances. The proposed project will include <br />lighting plans to address nighttime and security lighting characteristics of a residential development and a BART Parking <br />Structure. However, the new buildings may involve lighting designs or construction materials that could increase <br />potential light and glare impacts for neighboring uses and motorists. <br />Mitigation Measure #38: The Applicant shall be required to apply street lighting standards and other exterior <br />lighting standards that are designed to reduce glare on adjacent properties. New lighting shall be designed to <br />reduce adverse impacts by using techniques such as automatic shut off controls and glare shields and by <br />appropriately orienting and positioning fixtures at a height consistent with the intended use, in accordance with <br />General Plan EIR Mitigation Measure D4. <br />There are no new impacts beyond what was analyzed in the Downtown San Leandro TOD Strategy EIR that was certified <br />in 2007. <br />15. CULTURAL RESOURCES...Would the project: <br />a. Cause a substantial adverse change in the <br />X <br />2, 3, 4,9 <br />significance of a historical resource as defined <br />in section 15064.59 <br />b. Cause a substantial adverse change in the <br />X <br />2, 3, 4,9 <br />significance of an archaeological resource <br />pursuant to section 15064.5? <br />C. Directly or indirectly destroy a unique <br />X <br />2, 3, 4,9 <br />paleontological resource or site or unique <br />geologic feature? <br />d. Disturb any human remains, including those <br />X <br />2, 3, 4,9 <br />interred outside of formal cemeteries? <br />EXPLANATION: <br />Historic and archaeological resources were evaluated in the Downtown San Leandro TOD Strategy EIR (September <br />2007) and in the San Leandro General Plan EIR (November 2001). Additionally, a Phase I (Stantec, October 2008) and <br />Phase II (IRIS Environmental, January 2009) Environmental Assessment were prepared for the proposed project. A <br />review of aerial photographs and historical maps indicate that the Site 1 has been developed as a BART parking lot since <br />at least 1982. Prior to that, the property contained a combination of residential and commercial structures. Since the site <br />has been graded and developed with an at -grade asphalt parking lot, there are no historic structures on the project site and <br />no impacts to buildings or resources that could have historic status. Site 2 is currently vacant and has been a vacant lot <br />since the former Del Monte facility was demolished in 1989_ The Del Monte facility was first identified on the property <br />in the 1968 Sanborn Map. Aerial photographs dating back to 1939 show various cannery processing facilities to be <br />located on the site. <br />a) There are no historic structures present on Site 1. There is the presence of residual foundation structures along the <br />southwestern boundary of Site 2 that were left behind from the previous use. However, since the State Office of Historic <br />Preservation typically considers structures to be potentially historic if they are at least 45 years old (built in 1950 or <br />earlier) the remaining foundation structure is not considered to be eligible for historic status. Therefore, there are no <br />historic structures on the project site and no impacts to buildings or resources that could have historic status, <br />b,d)Based on an evaluation of the environmental setting and features associated with known sites, Native American cultural <br />resources in this part of Alameda County are found in many areas adjacent to water resources like the bayshore or <br />intermittent and perennial watercourses. The proposed project area is on a broad alluvial plain that is marginal to the <br />bayshore. For this reason it is unlikely that unrecorded Native American cultural resources exist in the project area. <br />Cornerstone at San Leandro Crossings Initial Study 28 March 2009 <br />
