It is important to note, however, that the City of San Leandro is preparing a preliminary design <br />study of San Leandro Boulevard which will specifically examine the affects of queuing at the <br />intersection of San Leandro Boulevard and Davis street that might be caused by the <br />recommendations of the TOD Strategy. This analysis will include the traffic generated by the <br />Crossings. <br />Comment: Any work of traffic control within the State ROW requires an encroachment <br />permit that is issued by the Department. Traffic -related mitigation measures will be <br />incorporated into the construction plans during the encroachment permit process. <br />Response: Comment Noted <br />
