Under this cumulative scenario there are intersections <br />at which queues exceed storage length based on the planning level analysis of the EIR. <br />The traffic impact analysis for the San Leandro Crossings used standards of significance <br />adopted by the City of San Leandro for the TOD Strategy and subsequently for the analysis of <br />the Crossings project. These standards include: <br />1. Cause an increase in traffic which is substantial in relation to the existing traffic load and <br />capacity of the street system. <br />2. Exceed, either individually or cumulatively, a level of service standard established by the county <br />congestion management agency for designated roads or highways. <br />3. Substantially increase hazards due to a design feature (e.g., sharp curves or dangerous <br />intersections) or incompatible uses (e.g., farm equipment). <br />4. Result in inadequate emergency access. <br />5. Result in inadequate parking capacity. <br />6. Conflict with adopted policies, plans or programs supporting alternative transportation. <br />7. Result in a change in air traffic patterns, including either an increase in traffic levels or a change <br />in location that results in substantial safety risks. <br />General Plan Standards ofSianifcance <br />The General Plan proposes a standard of LOS D for most intersections in the City. It is acknowledged <br />that LOS E is acceptable where special circumstances exist; for instance, Downtown and in pedestrian - <br />oriented areas. An impact would be considered significant if it resulted in roadway service below the <br />adopted service levels. <br />Significant impacts also could occur if the Plan caused a substantial decrease in the level of accessibility <br />and mobility within the City, or if it failed to provide for adequate facilities for parking, pedestrian and <br />bicycle movement within the City, or if the created demand for transit exceeded existing or planned <br />transit services. <br />Additional Standards ofSianificance Policy <br />The City of San. Leandro intends to add the following policy in addition to the policies of the General <br />Plan and the Downtown TOD Strategies: <br />Significant traffic impacts at intersections in the study area are identified if the proposed project <br />causes: <br />o An intersection to operate at LOS E or F: or, <br />o An increase in the volume -to -capacity (v/c) ratio of 0.5 or more for signalized <br />intersections that operate at LOS E or F under No Project conditions; or, <br />o An increase in average delay of more than five (S) seconds for unsignalized intersections <br />that operate at LOSE or F under No Project conditions. <br />For intersections, the standards of significance address impacts to peak hour level of service. <br />The City has not adopted significance standards for vehicle queuing and therefore the traffic <br />impact analysis for the Crossings were not required to assess vehicle queuing as there is no <br />measure of significance. The affect of vehicle queuing is typically addressed by the City during <br />the design of intersection modifications, not during planning. <br />
