surrounding neighborhood, and incorporate architectural themes that enhance the identity of adjacent <br />commercial districts. <br />FINDING: The proposed project is a residential project in a mixed-use area with a pedestrian oriented <br />design and offers housing for workers in these mixed-use areas. <br />Action 3.06-A: Rental Housing Production <br />Pursue funds through a variety of government programs to assist in the creation of new affordable rental <br />units. <br />FINDING: The proposed development has been awarded $24 million dollars through Prop 1C grant funds to <br />help develop the site, add public improvements, and build associated housing units. <br />Policy 3.10 <br />CONVERSION OF NON-RESIDENTL4L LAND TO HOUSING AND P UBLIC USES <br />Encourage the development of new housing on underutilized commercial and industrial sites which meet the <br />following criteria.• <br />• Sites on the edges of commercial or industrial areas, adjacent to established residential areas. <br />• Sites where continued use with commercial or industrial activities couldperpetuate existing land use <br />conflicts. <br />• Sites with adequate infrastructure, access, and road capacity. <br />• Sites which are not constrained by external environmental factors, including freeway, railroad, and <br />airport noise. <br />• Sites where conflicts with surrounding uses would not be created in the event of re-use. <br />• Sites which lack `prime "qualities for commercial or industrial development, such as direct freeway <br />or rail access. <br />• Publicly-owned land which is not being used to its fullest potential. <br />Sites meeting the above criteria should also be considered for churches, libraries, parks, community <br />facilities, and other uses that provide necessary services and advance the quality of life in the community. <br />FINDINGS: <br />A. The proposed map is on the site of the existing BART parking lot and is located near the San Leandro <br />BART station in an area that is transitional from commercial uses to residential uses. The site is <br />surrounding by public streets and is supported by an existing water, drainage and sewer system. <br />B. The City Engineer has also determined that Tentative Map 7999 is also consistent with the City's <br />Subdivision Ordinance. <br />C. The design and improvements of the proposed subdivision are consistent with the General Plan in that it <br />includes an orderly division of a parcel that is adequately served by streets and with drainage for the <br />proposed development. <br />D. The site is physically suitable for residential development in that the site is relatively flat. This site area <br />would accommodate the proposed development. There are no known problems regarding cultural, soil, <br />historical, or scenic aspects. <br />E. The proposed development is consistent with the City's Transit Oriented Development Strategy Area <br />that encourages infill development in the City's transit corridors.
