Peter Shutts, Architect for the Project, said he enjoyed working with staff and had taken care to work with the concrete wall; he said the owners would plant shrubs. Vice Mayor Polvorosa asked about the signage proposed; Mr. Shutts described the signage. Lou Filipovich, 15376 Laverne Drive, asked for a description of the term "planned development" and asked about City financing of the project. Planning Manager Steve Emslie came forward and explained. There being no further comments from the public, the Public Hearing was closed. M/S/C Loeffler and Polvorosa. Ayes: 6; Noes: 0; Excused: Lothrop The following Motion and Ordinance were then introduced: - Minute Order No. 97-5, Motion Regarding A-96-4, Reclassification, and PD-96-3, PDP, and Certifying Negative Declaration. (1099/1009) The City Council approved A-96-4, Reclassification and Re-Zoning; PD- 96-3, PDP; and certified the Negative Declaration as complete and in compliance with CEQA requirements. Ayes: 6; Noes: 0; Excused: Lothrop - Ordinance No. 97-02, An Ordinance Reclassifying Certain Property Herein Described as to Zoning District and Amending Zoning Map (A-96- 4), 14790 Washington Avenue. Joel DeWitt welcomed the Mayor back from Japan and wished the Council a Happy New Year. He wished Council Member Young well and said he supports the community. He said something needs to be done in the Bal Theater area. B. Louis Heysteck, Youth Advisory Commission Chair, 2481 Marina Boulevard, invited the Council to the Youth Advisory Commission's Planning Retreat at the San Leandro Boys' and Girls' Club, January 31 - February 1, 1997. He listed the activities the YAC would like to accomplish for the community during the next year and invited the Council to a YAC meeting.
