• Minutes - City of San Leandro City Council and Page - 4 - <br />Redevelopment Agency Meeting - February 18, 1997 <br />The fallowing Motion was then introduced: <br />- Minute Order No. 97-11, Resolution of Necessity Determining That the <br />Public Interest and Necessity Require the Acquisition of Easements in <br />Certain Land and Directing the Filing of Eminent Domain Proceedings, <br />Storm Drain, Merced Street to Williams Street Project, Assessors' <br />Parcel Nos. 79A-338-1-31, 32 and 33 (Portions) and 79A-338-1-29 and <br />30 (Portions) (authorizes the City Attorney to petition the court to <br />begin eminent domain proceedings for the acquisition of easements on <br />two properties: 2000 Merced Street [McManus, Owner] and 1777 Abrams <br />Court [Hilf, Owner]). (1206) <br />The City Council continued the matter of the Resolution of Necessity <br />to Acquire Easements by filing of Eminent Domain Proceedings for the <br />Storm Drain, Merced Street to Williams Street Project, to the March <br />17, 1997, City Council Meeting. <br />M/S/C Polvorosa and Loeffler. Ayes: 7; Noes: 0 <br />A five-minute break was announced at 8:40 p.m. <br />The meeting was reconvened at 8:45 p.m. <br />B. Matter of Bikeway Plan of the Circulation Element of the General Plan <br />(addresses the long-term needs of non-motorized, commute and <br />recreational travel in San Leandro). <br />This being the time and place for the Public Hearing on the above <br />matter, Associate Planner Norm Weisbrod presented a staff report. He <br />noted the history of the Bikeway Plan. He commented on the <br />Transportation Development Act (TDA) funds; he said there is a grant in <br />the amount of $65,000 for FY 1997-98. He noted that resident Joe Wang <br />worked with staff on the Plan. He said staff is asking the Council to <br />adopt the Resolution and the Ordinance. <br />Mayor Corbett thanked staff and the Committee for their work. <br />Council Member Loeffler said school principals and students had not been <br />involved in the process. He said he is concerned about the community's <br />youth having access to recreational programs, which includes addressing <br />transportation needs. Mr. Weisbrod clarified the process and described <br />the use patterns. <br />The Council suggested the Plan be sent to the Youth Advisory Commission. <br />Council Member Lothrop said she supports the Plan, would like to know <br />the Committee members by District, and has concerns over the children in <br />the Davis West area having to cross Davis Street. <br />Council Member Glaze asked for clarification on the Bike Plan versus <br />Class I Trails. <br />
