Minutes - City of San Leandro City Council and Page - 12 - <br />San Leandro Redevelopment Agency Special Meeting - June 30, 1997 <br />D. Jim Prala, 2234 Belvedere, addressed the Council, noting he is the Labor <br />Representative on the Economic Development Advisory Committee. He <br />expressed concerns with having more labor people involved in the <br />strategy process. He noted the strategy, as approved, is a good start <br />and that a sustainable community is very important. He noted that <br />incentives, living-wage laws, and high-quality jobs are important to the <br />community. <br />6. CITY COUNCIL REPORTS AND COMMENTS <br />A. Reports on Intergovernmental Agencies <br />1. Mayor Corbett reported on her attendance at the last East Bay <br />Dischargers Authority (EBDA) Meeting, noting their budget was <br />approved, with some modifications; she also reported the Livermore- <br />Amador Valley Water Management Agency (LAVWMA) agreement is moving <br />closer to resolution. <br />Mayor Corbett also reported on an Alameda County Congestion <br />Management Agency (CMA) Meeting held earlier in the week. She noted <br />that, with regard to the Expenditure Plan, the citizens' committee, <br />which was charged with coming up with projects for future gas-tax <br />authorization funding, met last week. She inquired if the Council <br />was interested in hearing from our community members who served on <br />the Expenditure Plan Committee. Council indicated they would be <br />interested in a report from them. <br />B. Reports on City Council Subcommittees <br />1. Matter of Policy Regarding the Mayor's Salary. <br />Lengthy Council discussion ensued regarding the proposed policy for <br />setting the Mayor's salary. Concerns expressed by Council Member <br />Polvorosa included that a 25% increase was too much, that it would <br />commit future Councils to this specific policy, and that the Council <br />has the authority to decide what the increase should be through the <br />current Charter. It was pointed out that the policy is not an <br />ordinance, it just provides guidelines for considering an increase in <br />the Mayor's salary. <br />The City Attorney clarified that, in order to increase or decrease <br />the Mayor's salary, it would have to be by ordinance, which would <br />come to the Council for introduction and would be before the Council <br />at a following meeting for adoption. <br />Council Member Galvan expressed his feeling that there is no need for <br />a policy. The Council already has the power to do make changes by <br />Charter. He stated that he also feels that Council should maintain <br />maximum flexibility in terms of setting the Mayor's salary. He also <br />questioned if an increase, given the current situation, would be <br />retroactive? <br />
