Minutes - City of San Leandro City Council Meeting Page - 8 - August 4, 1997 2. Council Member Young commented briefly on the approval of funding for the Leadership San Leandro Program and commended the graduates who are helping to make the group a self-sustaining organization. She concluded by stating that, in five years we will have businesses and residents helping to sustain economic goals for the City. 3. Council Member Polvorosa commented on the Airport noise issue and questioned if there has been progress on establishing a committee comprised of representation from the school district, chamber, and homeowners' groups. He further added that he feels the Council should have a meeting with the Airport Authority to discuss issues. Council discussion ensued regarding the forming of a committee to help with the siting of noise monitors. The Mayor indicated the suggested names are to come from the community. Council Member Polvorosa commented further that he would like the Council to close the meeting this evening in memory of his late uncle, Frank Polvorosa, who spent 81 years in San Leandro. 4. Council Member Glaze, with regard to the Airport noise issue, mentioned the helicopter issue and noted Channel 7's news copter is becoming a nuisance. Council Member Lothrop suggested, perhaps, the Council should contact "7 on Your Side" and let them know of the City's concerns. She continued with her frustrations regarding the airport situation and summarized what has been done thus far. She indicated that there should be a meeting with Airport officials, citizens, and the Council scheduled in the near future. Council discussion ensued with issues regarding the Airport and noise monitors. A brief report was given by Wandzia Grycz regarding meetings that have taken place thus far and what is being proposed with regard to the siting of noise monitors. She commented on staff's active involvement in the Northfield Research Group and said recommendations are forthcoming which would allow us to do some tentative noise testing. She also indicated the FAA wants 60 days to review the recommendations. Ms. Grycz continued by reporting that there is a community participation meeting with the consultant scheduled for the last week in August, and she will be checking on the turn-a-round time for placement of the noise monitors. Council Member Lothrop indicated she feels that to the Port of Oakland, more meetings means that they have more time. Council Member Polvorosa expressed the concern that something needs to be done now about future UPS and FEDEX flights. Council Member Glaze indicated that, perhaps, it is time to take this issue to the legal level and challenge the EIR's.
