Minutes - City of San Leandro City Council and Page - 4 - <br />San Leandro Redevelopment Agency Meeting - August 18, 1997 <br />Kai Bender, 261 Begier Avenue, addressed the Council and agreed with <br />concerns expressed by Council Member Polvorosa regarding the height of <br />the proposed building. He feels it looks like a beautiful building, but <br />it is a massive building and will overpower the area. He noted there <br />will be another proposal for an assisted-living project on the old <br />Peterson site, also. He concluded by stating they should build onto the <br />historic site and make it more attractive. <br />Lou Filipovich, 15376 Laverne Drive, addressed the Council, stating he <br />is not opposed to the project, but he has questions regarding the tax <br />subsidies. He stated concerns that there is a misconception of what <br />"senior citizen" really means - not all seniors can sell their home and <br />get enough equity out of it to move into this type of facility. He <br />questioned if the owner of this facility needs a permit to run the <br />facility. He also questioned if it is a Writ or does it have any HMO <br />type of funding. He further asked why the developer chose San Leandro <br />for this facility. He concluded by stating that this is not a project <br />for low-cost housing persons, and he would like to know where the <br />funding is coming from. <br />The City Manager responded to the comments and noted there are no City <br />funds invested in this project. He further stated this location was <br />selected because it was determined that there is a market and a need for <br />such a facility in San Leandro. <br />Steve Emslie responded that the owner of the facility would be regulated <br />by the State Department of Health Services, and permits would have to be <br />obtained to operate the facility. <br />There being no further comments from the public, the Public Hearing was <br />closed. <br />M/S/C Lothrop and Polvorosa. Ayes: 7; Noes: 0 <br />The following Motions and Ordinance were then introduced: <br />- Minute Order No. 97-33, Motion Certifying the Negative Declaration <br />for PD-97-6 as complete and in compliance with CEQA requirements. <br />(1099/1009) <br />The City Council certified the Negative Declaration for PD-97-6 as <br />complete and in compliance with CEQA requirements. <br />M/S/C Galvan and Young. Ayes: 7; Noes: 0 <br />- Minute Order No. 97-34, Motion Approving the Planned Development, PD- <br />97-6, subject to the Conditions of Approval.
