Minutes - City of San Leandro City Council and Page - 9 -
San Leandro Redevelopment Agency Meeting - August 18, 1997
Ann Hague, 1102 San Rafael Street, addressed the Council regarding the
Mayor's salary issue on the Agenda later in the evening. She questioned
why another raise for the Mayor is being brought to the Council in such
a short period of time since the last one was acted on by the Council in
June. She noted the last raise became effective August 1st, and this is
too soon to be considering another raise. The issue should be postponed
until after the election in June 1998. She suggested a Charter
Amendment be placed before the voters regarding the issue of the Mayor's
compensation, as well as what the duties of the Mayor actually are. She
concluded by stating that a 75% increase in the Mayor's salary seems
obscene and questioned why this is being done in such a hurry as the
Mayor's term will be expiring in less than a year.
Rick Richards, 335 Peralta Avenue, addressed the Council and reminded
them of the upcoming "Friends of the San Leandro Creek" Antique and
Crafts Faire at the Pelton Center Parking Lot on Saturday, August 23,
1997, 8:30 a.m. to 4:00 p.m. He commented on the many festivities that
will be taking place and urged the community to attend.
Laurence Lancaster, 1132 Carpentier Street, addressed the Council,
stating the City should consider putting in sidewalks on Hays Street
between East 14th and Davis Streets.
The Mayor suggested, and the Council concurred, that this issue should
be referred to staff for review.
Carey Walker, 471 Santa Monica, addressed the Council regarding the
actions recently taken by Council to test out the "white lights" in the
City. He noted they will be good for the safety of the City. He
commented further on the deterioration of railroad tracks within the
City and asked why they are not all the same - some are concrete and
steel and some are not. Mr. Walker continued on by commenting on noise
from the airport, as well as trains and BART. He suggested the City
should take them all to court regarding the noise impacts. In
conclusion, Mr. Walker commented on the Mayor's compensation and noted
she will be getting approximately $700 a month for everything she does,
and he makes $500 a month, from retirement, for doing nothing,
The City Attorney explained the difference between the tracks in the
City, noting some are owned by Union Pacific and some are owned by
Southern Pacific. He added that Union Pacific has replaced their tracks
but Southern Pacific does not have the funding to do so.
Vice Mayor Loeffler indicated, for information, that Southern Pacific
was recently bought out by Union Pacific; so, hopefully, there will be
some improvements in the near future.
Craig Thiry, 2355 Lakeview Drive, addressed the Council, stating the
value of homes is important, and the Council should keep that in mind
when they act on the Appeal item regarding limousines parked on the
street.
