Minutes - City of San Leandro City Council and Page - 8 - <br />San Leandro Redevelopment Agency Meeting - September 2, 1997 <br />4. PUBLIC COMMENTS <br />Public Comments are limited to 5 minutes per person. The public is invited <br />to make any comments related to Agenda items, or other items of public <br />interest, at this time. <br />A. Carey Walker, 471 Santa Monica, addressed the Council, commenting that <br />people are still running red traffic lights; there is still speeding; <br />and, trains and planes are still making noise. He concluded by stating <br />he does not think there is anything that can be done. <br />B. Elaine de Coligny, San Leandro Shelter for Women and Children, addressed <br />the Council, explaining that their facility is a safe house for victims <br />of domestic violence. She explained that they are experiencing a <br />shortage of funding which will force them to close their doors by <br />January 1, 1998, if additional funding is not obtained. She urged the <br />Council to direct staff to try to locate additional funding for their <br />organization so they can continue to provide support for those in need <br />within our community. They are asking for emergency funding this year <br />of a one-time grant of $20,000 from the City. <br />There was Council consensus to have staff explore options for the <br />requested funding. <br />C. Ellen Geis, 834 Gary Drive, addressed the Council, regarding traffic on <br />East 14th Street which poses problems for parking vehicles on East 14th <br />Street and being able to open a car door to exit and/or enter safely. <br />She commented on the many speeders on East 14th Street and said the <br />street should go back to two lanes, with a greater effort toward speed <br />enforcement. <br />Vice Mayor Loeffler commented that the Broadmoor Homeowners' Association <br />has communicated their support for the continuation of the model on East <br />14th Street. <br />D. Lou Filipovich, 15376 Laverne Drive, addressed the Council, stating the <br />Council is not taxpayer friendly. He noted the one thing the Council <br />could do is get rid of the Real Estate Transfer Tax. With regard to <br />CDBG funding, he sees it as, basically, the taxpayers' money and would <br />like to meet with the City Manager when the budget is available to <br />review how the money is proposed to be spent. He continued by asking <br />that more detail be provided under Item L on the Consent Calendar <br />(adoption of Ordinance 97-025). Regarding Item A, under New Business, <br />he commented that the Council never asked for public input. He further <br />commented that the Washington Manor Homeowners' Association does not <br />represent everyone in that area. There are a lot of people that have <br />ideas on how to solve crime that don't belong to the Homeowners' <br />Association. <br />
