mitigation plan, the need to have some major work done on Lewelling to include <br />basically reconstruction of the street, as a result of the pipeline that is being proposed to <br />be put in there. And then over the years, the Council has talked about some mitigation <br />far the neighborhood and the inconvenience that is going to be suffered, so that when the <br />street, when it is done, will in fact be in much better condition that when we started. <br />We are at that stage now where the Livermore Valley Authority is asking the member <br />agencies to confirm the basic elements of an agreement that would be coming back <br />before the respective city councils and that particular board, to approve which would then <br />allow this project to go forward. And, so this evening, what I would like to do is have <br />Bob Taylor kind of review the history of this particular project and where we are right <br />now and what is being asked of you. And, then I know that there are some comments, <br />perhaps, that Council Member Galvan would like to make, but also respond to some of <br />the questions that you have in terms of the form of the mitigation that would take place. <br />We have a general concept of reconstructing of Lewelling, but it is not precise to the <br />point of saying what all the elements would be. We have some general ideas and we <br />mentioned in the staff report that there is some... (interrupted for comments regarding <br />April Allison), I would like to have Bob, who is not only a history source for us, but <br />is substituting for our Public Works Services Director who replaced Bob, Bob Rockett, <br />who is out of the office today. So, Bob will give us a little of the background on this <br />and talk about some of the options. But, as I mentioned, there are a number of things <br />that we have in mind that we will be presenting in terms of negotiations once the <br />parameters are confirmed by the Council as to the specifics of what we are looking at <br />happening with Lewelling Boulevard in particular.
