the project on Lewelling Boulevard. To the extent that they are impacts on traffic <br />circulation for Lewelling and it's associated streets, you can certainly direct that the City <br />Engineer evaluate that and direct that those considerations be included in both your <br />comments on the subsequent EIR and the traffic permit. When Council Member Galvan <br />said you can't consider traffic mitigation, he was talking about traffic mitigation in the <br />sense of general traffic mitigation, such as Hayward negotiated. Not necessarily site <br />specific/project specific traffic mitigation - which I think is appropriately within the scope <br />of what they are doing. But, I really recommend that in light of the long history of this <br />project, you take the time this evening to establish a record of what a majority of this <br />Council wants to see in those subsequent approvals. Otherwise, we'll just postpone this <br />debate for another time. <br />Council Member Galvan: There are subsequent agreements in just about all the <br />member agencies of EBDA with regard to this agreement between EBDA and <br />LAVWMA. Hayward has one, as we all know, for $lOM in traffic mitigation money. <br />I do not know the specific details of this because it is beyond the scope and it is out of <br />the purview of the EBDA Board. I don't care what the specifics are of that agreement. <br />It is not part of this document. Just like our specifics of what we want on Lewelling <br />aren't part of this agreement. Castro Valley has a whole list of mitigations that they are <br />looking at -that they are going after as part of the EIR process. They are not bringing <br />it to the EBDA Board because it's not the appropriate place to bring it. It's a separate <br />agreement between the Castro Valley Sanitary District and LAVWMA -the City of <br />Hayward and LAVWIvIA -and the City of San Leandro and LAVWMA.
