Minutes - City of San Leandro City Council Meeting Page - 4 - <br />November 3, 1997 <br />The Mayor indicated there are plans for correction of the problem on <br />Williams, Farallon, Doolittle, and Merced. The City is sharing in the <br />cost of it to ensure it gets done, even though it is outside the City's <br />jurisdiction. She noted that, perhaps, the City should send Mr. Walker <br />a letter, outlining the work and when it will be done. <br />Council Member Lothrop interjected that contact has been made by the <br />School District regarding the railroad crossings and there are going to <br />be some temporary measures considered. <br />Mr. Walker continued by commenting that Mr. Blakely is running for <br />office in Oakland, and he is trying to get signatures to put Oakland's <br />City Council salary increase on the ballot. <br />6. Dee Gonzales, 195 Castro Street, addressed the Council and gave an <br />update on what has been happening with their Neighborhood Watch Program. <br />She noted Council Members attended their meeting on October 16, and they <br />had hoped things would improve, but things have gotten worse. She <br />expressed concerns with problems they are experiencing from residents at <br />#80 Castro Street and suggested, perhaps, some nuisance-abatement <br />ordinance would apply. She noted she is meeting tomorrow morning with <br />Joanne Oliver and concluded by inviting the entire Council to attend <br />their next Neighborhood Watch Meeting, which will be held November 13, <br />at the Main Library, Conference Room B, at 7:00 p.m. She concluded by <br />stating it would be nice for a representative from the Police Department <br />to be there. <br />The City Manager clarified that the Police Department has been <br />addressing the concerns of their neighborhood and they would have <br />representation at the next Neighborhood Watch Meeting. <br />Council Member Galvan commented that there is a need for some serious <br />animal-control enforcement in that area, as well. <br />C. Susan Boland, 1901 Nome Street, addressed the Council, stating that she <br />is the Neighborhood Watch Captain in her neighborhood, and there is <br />strong gang activity in their neighborhood. She indicated they have had <br />their homes shot at, animals hurt, tires slashed, etc., and they are <br />concerned that citizen safety is severely jeopardized. She stated she <br />was told there are only seven patrol officers on duty during the day and <br />added that the City should hire more officers as more help out there is <br />needed. She feels an effort should be made to inform and alert citizens <br />about gang activity, and the City should hold meetings with citizens and <br />the Police Department to answer questions and concerns. She would like <br />to be kept informed of each step taken to control this problem in her <br />neighborhood. <br />The Council clarified that Captain Stout has been working with citizens <br />in the neighborhood and has been keeping Council Member Loeffler <br />informed. <br />
