Minutes - City of San Leandro City Council and Page - 5 - <br />San Leandro Redevelopment Agency Meeting - December 15, 1997 <br />Office concluded that the State General Fund has lost $400 million <br />dollars as a result of redevelopment in the last year or so. If they <br />were successful in defeating blight, they would be disbanding on their <br />own. He continued by stating that present proposed legislation repeals <br />the CRL's and requires that a city or county with a redevelopment <br />agency, dissolve the redevelopment agency and succeed to its authority <br />for the purpose of winding up the affairs of the agency. Following the <br />dissolution, any funds shall be placed into the general fund of the city <br />or county to be allotted to the taxing agencies according to the <br />allocation formula required under existing law. He concluded by stating <br />that he can discuss this further at anytime and would offer his <br />services, pro bono, to discuss this subject in detail. <br />There being no further comments from the public, the Public Hearing was <br />closed. <br />M/S/C Lothrop and Polvorosa. Ayes: 7; Noes: 0 <br />The following Resolutions were then introduced: <br />- Resolution No. 97-27, Resolution of the San Leandro Redevelopment <br />Agency Approving an Update to the Five-Year Implementation Plan for <br />the Plaza 1 and Plaza 2 Redevelopment Project Areas. <br />M/S/C Young and Galvan. Ayes: 7; Noes: 0 <br />- Resolution No. 97-28, Resolution of the San Leandro Redevelopment <br />Agency Approving an Update to the Five-Year Implementation Plan for <br />the Joint County of Alameda/City of San Leandro Redevelopment Project <br />Area. <br />M/S/C Loeffler and Young. Ayes: 7; Noes: 0 <br />5. PUBLIC COMMENTS <br />Public Comments are limited to 5 minutes per person. The public is invited <br />to make any comments related to Agenda items, or other items of public <br />interest, at this time. <br />A. Cary Walker, 471 Santa Monica, addressed the Council regarding the noise <br />from airplanes and trains in his neighborhood. He referenced a recent <br />car accident in front of Mission Bay Mobile Home Park, stating again the <br />need for a much-needed traffic light. He asked if East 14th Street will <br />ever go back to being two 1 anes . He concluded by commenting on the <br />orange/yellow street lights, which he feels are worthless. He asked the <br />Council to get the white street lights so as to deter crime. <br />B. Gene Brad, 777 Rodney Drive, addressed the Council regarding the speed- <br />humps issue on the Agenda. He stated the proposed guidelines are <br />promising. He commented on the speeding problems on Rodney Drive and <br />suggested speed humps might be a good thing to try if they are not able <br />to get stop signs put in. <br />
