RECREATION -- <br />a) Would the project increase the use of existing <br />neighborhood and regional parks or other <br />recreational facilities such that substantial physical <br />deterioration of the facility would occur or be <br />accelerated? ^ ^ ^ . . <br />b) Does the project include recreational facilities or <br />require the construction or expansion of <br />recreational facilities which might have an adverse <br />physical effect on the environment? ^ ® ^ ^ <br />DISCUSSION <br />a,b) Project construction activities would occur within Oyster Bay Regional Park, Monarch Bay Golf <br />Complex, and Marina Pazk/Par Course. Implementation of Measure R-1 would reduce potential <br />impacts associated with construction activities to ales-than-significant level. No new <br />recreational facilities would be built due to construction of the Project, and implementation of the <br />Project would not be expected to increase use of recreational facilities. Planned upgrades at <br />Oyster Bay Regional Park would increase parks usage; this will occur with or without the <br />availability of recycled water. <br />Project construction activities would occur within and near recreation facilities, including the <br />Bay Trail, Oyster Bay Regional Pazk, and Monarch Bay Golf Complex. Irrigation systems <br />would be installed at Oyster Bay Regional Pazk. Currently, the Bay Trail terminates near the <br />north side of San Leandro Slough near the Northern Pipeline Route. As discussed in <br />Section 1.0, EBRPD is proposing to extend the Bay Trail at this location across the <br />San Leandro Slough to Oyster Bay Regional Pazk (ABAG, 2004b). The City would select the <br />Northern Pipeline Route (instead of the Southern Pipeline Route) if the trail extension/pedestrian <br />bridge project moves forward on a schedule that is compatible with the Ciry's objective of <br />providing iizigated water to Oyster Bay Regional Park by 2008. If that is the, case, then <br />recreational activities on the trail would be temporarily restricted in the vicinity of pipeline <br />construction for public safety. Likewise, installation of pipes and irrigation systems at the <br />above recreation facilities would temporarily disrupt recreation activities and would require that <br />safety precautions be taken. <br />MITIGATION MEASURES <br />Measure R-1: Pipeline alignment through recreation facilities shall ensure public safety. <br />The City shall require that the contractor will use appropriate signage and pedestrian /user <br />management to communicate safe detours to recreational users: <br />San L.eaodro Recycled Water Project 2-42 FSA / 203193 <br />Draft IS/NI1+1D <br />
