3.0 MITIGATION SUMMARY AND MvNITORING REPORTING PLAN
Measure B-3: Implement the following measures to prevent impacts to jurisdictional
waters (including wetlands and watercourses):
^ Utilize bore and jack or other trenchless construction techniques to install pipeline at all
waterway and/or marsh crossings.
^ Prior to issuance of grading permits, a spill prevention plan for potentially hazardous
materials shall be prepared and implemented. The plan shall include the proper handling
and storage of all potentially hazardous materials, as well as the proper procedures for
cleaning up and reporting of any spills.
^ No refueling or fuel storage shall occur within 100 feet of waterways.
^ Proper and timely maintenance for vehicles and equipment used during construction shall
be provided to reduce the potential for mechanical breakdowns leading to a spill of
materials into or around waterways and wetlands. Maintenance and fueling will be
conducted in an area that meets the criteria set forth in the spill prevention plan (i.e., away
from waterways and wetlands).
^ A qualified biological monitor shall be on site during bore and jack activities. The
biological monitor will be authorized to halt construction if impacts to wetlands or
waterways are evident.
^ In the event that equipment needs to operate in any watercourse or wetland for any reason
(for example, cleanup of an accidental bentonite clay spill) the biological monitor would be
present at all times to alert construction crews to the possible presence of sensitive species
during clean-up operations. If any harm or harassment to sensitive species were to occur,
the monitor would immediately and directly notify the construction supervisor to halt the
activity and modify the construction technique to eliminate any chance of harm to the
species. In the case of an accidental substance release into a watercourse or wetland,
resource agencies would be contacted within 24 hours of the incident or sooner, depending
upon the severity of the incident.
IMPLEMENTATION
PROCEDURE MONITORING AND
REPORTING ACTIONS MONITORING
RESPONSIBILITY MONITORING
SCHEDULE
1.
