^ 24 hour notification to City of vehicle fluid spills; <br />^ Identification badges for collection drivers; <br />^ Payment of prevailing wages; <br />^ Employee qualifications; <br />^ Employee safety training; <br />^ Employee customer courtesy training; <br />^ Designated Field Supervisor; <br />^ Tracking of recyclable materials (by type) <br />^ Tracking of residue; and <br />^ Testing and calibration of scales at ACI's Aladdin Street facility. <br />Task 1.3.2 Collection and Processing Operations Review <br />In conjunction with the work tasks outlined in the On-site and Field Observations discussed <br />above, to the extent that data are available, the collection and processing operations review may <br />include the following items: <br />^ Review of ACI's on-route collection services, including observation of driver start and <br />end times and a visual inspection of residential routes before and after collection to <br />evaluate cart placement; cleanliness of streets; and physical condition of streets, <br />sidewalks, and street trees; <br />^ Review ACI's procedures for leaving warning notices on carts when material is not <br />collected; <br />^ Review and observation of the use of suitable shirts/uniforms and identification; <br />^ Review of ACI's Aladdin Street facility for compliance with applicable laws, regulations, <br />and franchise terms for health and safety, worker training, queuing, weighing and <br />unloading and recording of loads, processing temporary storage, and transfer of <br />materials, accuracy of scales, odor, dust, and noise controls; <br />^ Review ACI's Aladdin Street facility operations for material recovery standards, <br />equipment maintenance and repair procedures, and adequacy and efficiency of processing <br />equipment to ensure compliance with AB 939; <br />^ Review of procedures for weighing, tracking and recording of incoming loads, materials <br />transferred, processed, residual, and sales of recyclable materials received and processed <br />at the Aladdin Street facility; <br />^ Review of public education and outreach materials; <br />^ Review and observe on-route practices for cleaning spills if they occur, cart placement <br />and lid closure, and collection practices relating to avoidance of damage to streets, <br />sidewalks, trees and private property; and <br />^ Review of documentation and procedures for ACI to ensure compliance with the vehicle <br />maximum noise levels. <br />Based upon the results of these analyses, R3 will document our findings and prepare <br />recommendations regarding ACI's solid waste collection and recycling programs, as appropriate. <br />Task 1.3.3 Management and Administration Review <br />R3 will limit any review of ACI's management and administration system to the following items <br />as they relate to Exhibit E of the franchise agreement. <br />^ Review organizational structure, and functions for compliance with operational standards <br />in Exhibit E. <br />Consulting Services Agreement between 3/14/2005 <br />City of San Leandro and R3 Consulting Group, lnc.
