After the checklist is reviewed by the City, R3 will conduct this compliance review utilizing the <br />approved compliance checklist. A meeting with ACI will then be scheduled to review the <br />preliminary findings and discuss identified action items. <br />We have reviewed the franchise agreement and Operational Standards and prepared the <br />following example compliance checklist. At the City's direction, R3 can prioritize those items <br />of the most importance to the City. For example, Public Education and Awareness maybe of <br />high importance to the City: <br />^ Public education requirements as specified in Section 5.2 of the franchise agreement; <br />^ Labeling of collection containers; <br />^ Replacement of containers; <br />^ Recycling residues less than or equal to 10%; <br />^ Holiday Tree collection program; <br />^ Leaf collection program; <br />^ Standards for backyard service; <br />^ On-call bulky waste collection program; <br />^ Free service to City facilities; <br />^ Free collection to City sponsored events; <br />^ Discounted service for City refuse debris box service; <br />^ Free collection from public containers; <br />^ Sufficient public access to the contractor; <br />^ Maintenance of written log of service complaints; <br />^ Notification to City of change in operations, administration or schedule; <br />^ Submittal of unauthorized dumping report; <br />^ Maintenance of accounting, billing and disposal records; <br />^ Maintenance of participation and setout records; <br />^ Submittal of annual audited financial statements; <br />^ Maintenance of records of solid waste disposed and recycled; <br />^ Submittal of quarterly reports; <br />^ Submittal of annual reports; <br />^ Minimum insurance coverage; <br />^ Submittal of performance bond; <br />^ Vehicle identification; <br />^ Establishment of vehicle tare weights; <br />^ Notification of collection vehicles in excess of 15 years of age; <br />^ Backup vehicles; <br />^ Graffiti removal from containers; <br />^ Vehicles thoroughly cleaned once-per-day; <br />^ Vehicles steam-cleaned on a regular basis; <br />^ Submittal of annual vehicle inventory; <br />^ Collection services provided within the allowed hours (i.e., between 6:00 a.m. and 4:00 <br />p.m. for residential services, 3:00 a.m. and 3:00 p.m. for commercial services {with <br />exceptions}, etc.); <br />^ Submittal of route plans to City representative; <br />^ Notice of non-collection submitted to residents; <br />^ Immediate clean-up of vehicle fluid spills; <br />Consulting Services Agreement between 3/]4/2005 <br />City of San Leandro and R3 Consulting Group, Inc.
