4. In order to mitigate the expected impact due to the numerous excavations for <br />utility lateral connections, the subdivider shall grind two inches of the existing <br />pavement and apply a two inch asphalt overlay on Virginia Street along the <br />frontage to the center of the street or to the farthest utility connection. Final <br />design and extent of the overlay shall be as per the City Engineer's review and <br />approval. <br />C <br />D <br />5. Tentative Map shows driveway on lot #4 encroaching into utility underground <br />vault. The subdivider shall either relocate the utility vault or narrow the driveway <br />so that it does not encroach into utility vault. <br />STORM DRAINAGE <br />1, Storm drainage service from the project shall be provided as directed and <br />approved by the City Engineer. The site shall be graded to increase runoff flow <br />over grassed and landscaped areas and to ensure no runoff onto neighboring <br />properties. <br />GRADING AND EROSION CONTROL <br />1. Prior to the approval of the first Final Map, the subdivider shall submit all <br />information including a Grading Plan accompanied by Soils Engineering and <br />Engineering Geology Reports, in accordance with the requirements of the City of <br />San Leandro Municipal Code Title VII, Chapter 12 and obtain a grading permit. <br />2. The subdivider shall comply with the regulations and provisions contained in the <br />City's Grading Ordinance, the City's Storm Water Pollution Prevention Permit, <br />and the National Pollutant Discharge Elimination System (NPDES), to the <br />satisfaction of the City Engineer and the Regional Water Quality Control Board. <br />3. The plans shall also include erosion control measures to prevent soil, dirt, and <br />debris from entering the storm drain system, in accordance with the practices <br />outlined in the ABAG Erosion and Sediment Control Handbook, California Storm <br />Water Best Management Practice Handbooks, and the Regional Water Quality <br />Control Board's Erosion and Sediment Control Field Manual. <br />4. Until such time as all construction for the development has been completed to the <br />satisfaction of the City Engineer, the subdivider shall provide current Erosion and <br />Sediment Control Plans, and amended SWPPPs far all portions of the site where <br />construction is ongoing. Said Plans shall be submitted to the City Engineer for <br />review and approval on or before September 1 of each calendar year, and shall be <br />fully implemented on or before October 15 of each calendar year. For <br />commencement of land-disturbing or filling activities during wet season (October <br />15 to April 1), subdivider shall demonstrate that land disturbance is relatively <br />minor and that erosion control and sedimentation can be controlled.
