POLICIES AND ACTIONS <br />PROGRESS <br />Action 53.01-A: East 14`r' Mixed Use Development <br />Ensure that the East 14`" South Area Development Strategy, now underway, includes <br />specific incentives to include housing in new development projects. These incentives could <br />include, but would not be limited to, reduced parking requirements, reduced setbacks, <br />reduced fees, allowances for higher densities and additional density bonuses, and direct <br />financial assistance through the Redevelopment Agency. Pursuant to Action 8.04-A of the <br />Land Use Element, a new `Mixed Use"zone should be created on the southern part of <br />East 14`" Street (Thornton to 1 SO`") which emphasizes upper floor residential uses and <br />ground floor retail uses. Zoning on this corridor should allow second or third story <br />housing as a permitted use, subject to performance standards and development standards <br />which reduce the possibility for conflicts and off-site impacts. Development opportunities <br />on the corridor should be publicized through the City's Business Development Programs. <br />Additional information on. the South Area Development Strategy, which is being funded <br />in part by a $S0, 000 Downtown Rebound Grant from HCD, is contained in Chapter 4 <br />One of the strategy's first tasks was an expanded inventory of housing opportunity sites <br />along East 14'" Street. The housing matrix in Appendix A is consistent with this inventory <br />and identifies almost 40 sites along the corridor for future housing or mixed use <br />development. Several potential areas for site assembly have been identified, including the <br />area around the Islander Motel.. Site assembly would create larger and more viable <br />development sites, thereby facilitating affordable housing projects. As noted in Action <br />53.02-B below, the City will also encourage future residential infill development along <br />this corridor through promotional materials and newsletters. <br />Year 2004 Annual Housing Prrogress Report 15 City Of San Leandro <br />
