POLICIES AND ~4CTIONS <br />PROGRESS <br />Program 57.06-A: Reasonable Accofmnodatiorzs for Disabled Residents <br />In accordance with Senate Bill 520, adopted on January 1, 2002, the City will ensure <br />that reasonable accommodations are made to meet the housing needs of persons with <br />disabilities. These measures should ensure that the City's land use regulations and <br />planning procedures include provisions which support the development (or alteration) of <br />housing to meet the needs of San Leandro's disabled residents. The following should be <br />achieved in accordance with this program: <br />• Reduced parking standards for housing units serving disabled residents, or <br />allowing such reductions to be processed administratively rather than through <br />public hearings. <br />• Allowing variances from development standards for certain types of <br />improvements (such as wheelchair ramps within side yard setbacks) to be <br />processed administratively. <br />• As feasible and appropriate, amendments to the City's building code to require <br />strobe lights on smoke alarms for the hearing impaired <br />• Requiring at least five percent of the units in projects receiving redevelopment <br />set-aside funds to be reserved for persons with disabilities. Projects receiving <br />HOME funds are already subject to this requirement. <br />• Preparation of brochures and informational "how to "flyers advising San <br />Leandro homeowners on procedures for retrofitting their residences to <br />accommodate decreasing mobility. <br />In addition to these measures, the City will continue to wark with disabled advocacy <br />groups to address the Housing and transportation needs of the local disabled community. <br />This could include representation on the City's Human Resources Comrnissian and <br />advisory committees, ongoing coordination and liaison, and continued allocation of <br />funds through the City's CDBG program. It will also continue to allocate CDBGfunds <br />for accessibility retrofits, and will continue to enforce the ADA and Title 24 of the <br />California Administrative Code. <br />Year 2004 Annual Housing Progress Report 41 C~~ty Of San Leandro <br />
