POLICIES AND ACTIONS <br />PROGRESS <br />Policy 57.07 EXTREMELY LOW INCOME PERSONS <br />Continue programs that meet the needs of <br />extremely low income persons (defined as 30 <br />percent or less of the area-wide median), <br />including the Section 8 voucher and certificate <br />program. Explore other programs which create <br />additional capacity for the working poor and <br />other extremely low income households who <br />cannot find adequate housing in the local <br />marketplace. <br />As of February 2005, there are 1,154 <br />Section 8 vouchers in San Leandro. <br />The City is working proactively with <br />a non-profit developer that would <br />serve low and very-low income <br />households. The City also works <br />cooperatively with developers that <br />apply for Housing Tax Credits <br />through the State. <br />Action 57.07 - A: The City recently <br />adopted a new Inclusionary Housing <br />Ordinance that requires at least 15% <br />affordable units for any residential <br />project in the City. <br />Action 57.07 - B: The City continues <br />to actively support the Section 8 <br />program as described above. <br />Action 57.07-A: Inclusionary Housing for Extremely Low Income Households <br />Consider restructuring the City's inclusionary housing provisions (Zoning Code section <br />2-520(F)) and/or the inclusionary housing provisions for redevelopment areas to require <br />a specifzed percentage of new housing units to be targeted to "extremely" low income <br />households (e.g., households earning 30 % or less of area-wide median income). <br />Action 57.07-B: Section 8 Program <br />Continue to participate in the Section 8 Certificate and Voucher Program, which <br />provides assistance to very low income tenants through rent subsidies paid directly to <br />landlords. Promote partnerships with the Alameda County Housing Authority and the <br />Rental Housing Organization to expand the availability of vouchers for San Leandro <br />residents, and provide additional incentives for San Leandro landlords to participate in <br />the program. <br />Year 2004 Annual Housing Progress Report 42 City Of San Leandro <br />
