POLICIES AND ACTIONS <br />Policy 57.08 HOMELESSNESS <br />Continue to support programs that prevent or <br />relieve homelessness in the Bay Area. Work with <br />local non-profits, other public agencies, and <br />community organizations to provide food, <br />shelter, and other services to men, women, and <br />children who are homeless, at risk of becoming <br />homeless, or transitioning out of homelessness. <br />PROGRESS <br />The City provides annual CDBG <br />funding support to ECHO's landlord <br />-tenant counseling program to <br />prevent unlawful evictions and <br />provides annual funding to the <br />Rental Assistance Program too. <br />Action 57.08 - A: The city continues <br />to provide regular financial support <br />to the San Leandro Shelter for <br />Women and Children and the <br />Emergency Homeless Shelter <br />Program. <br />Action 57.08 - B: Due to limited <br />resources, the City has not yet <br />initiated a feasibility study to <br />consider this type of project. <br />Action 57.08 - C: The City is <br />currently preparing a variety of <br />possible zoning code amendments <br />which include considering group <br />housing as a conditionally permitted <br />use in the limited Industrial zoning <br />district. <br />Action 57.08 A: Assistance to Homeless Service Providers <br />Continue to provide financial support to the San Leandro Shelter for Women and <br />Children, the Davis Street Community Center, the Emergency Shelter Program, and <br />similar organizations assisting the homeless and persons at risk of becoming homeless. <br />Action 57.08-B: Transitional Housing <br />Evaluate the feasibility of a local transitional housing facility that would provide <br />subsidized rental housing for families to assist them in the transition between living in a <br />shelter and regular private rental housing. If such a facility can be constructed, priorities <br />should be given to single parent households with children. If such a facility is infeasible <br />in San Leandro, continue to provide financial support to develop such facilities in nearby <br />communities (such as the new Bessie Coleman development in Alameda). <br />Action 57.08-C: Group Residential Uses in the Light Industrial Zone <br />Amend the San Leandro Zoning Code to allow group residential uses (such as homeless <br />shelters, rooming and boarding houses, and residential care facilities) as a conditional <br />use within Industrial-Light (IL) zoned parcels located within one-half mile of the BART <br />stations. <br />Year 2004 Annual Housing Progress Report 43 City Of San Leandro <br />
