EXHIBIT Al <br />SCOPE OF SERVICES <br />Project Description <br />The City has a project to build landscaped medians in the travel way of East 14th Street (State <br />Route 185). Limits of work are envisioned to be 136th Ave and 145th Ave, but they are flexible <br />and are to be adjusted to match the construction cost to the budget as closely as possible. The <br />project is 80% funded by a federal grant of TEA-21 demonstration funds, and 20% funded by <br />City general funds. The budget for construction, including contingency, is $615,000. <br />Improvements are envisioned to include new medians with concrete curbs, landscaping, and <br />irrigation. Power will be required for irrigation controllers. Asphalt concrete pavement will be <br />required in the vicinity of the medians to `tie in' the work and to solve drainage issues. Re- <br />striping of the roadway and crosswalks maybe required as well. <br />This contract is for preparation of plans and specifications that describe the improvements and <br />work required to obtain a Caltrans Encroachment permit for the project. Consultant shall provide <br />all services to complete the work, except that this contract does not include testing for Aerially <br />Deposited Lead (ADL). <br />Work Description <br />Prepare topographic survey of entire project in accordance with exhibit A2. <br />Core existing pavement as required to determine roadway section. <br />Prepare traffic study in accordance with exhibit A3. <br />Prepare plans with median geometry in accordance with exhibit A4 and A5. <br />Prepare construction cost estimates. <br />Adjust limits of project to make construction costs match the budget as closely as possible. <br />Prepare boards for public meetings and present at two evening meetings. <br />Test soil to be off-hauled for Aerially Deposited Lead and other contaminants. <br />Obtain Caltrans encroachment permit. <br />Schedule and attend meetings with Caltrans as required to expedite permit. <br />Consultant shall determine all Caltrans design, drafting, and submittal requirements in a timely <br />manner and shall perform all work in accordance with said requirements. Consultant shall not be <br />entitled to any additional compensation for requirements which are not determined in a timely <br />manner. <br />Consultant shall be responsible to apply for Caltrans-required design exceptions. <br />Record and distribute minutes for all meetings. <br />Project Kickoff <br />Meet with City to confirm direction. <br />Meet with Caltrans to confirm traffic study method, extent of work, ADA requirements, <br />landscape materials, tree locations, sight distance concerns, etc. <br />Consulting Services Agreement between May 13, 2005 <br />City of San Leandro and Harris & Associates Page 15 of 20 <br />
