• Agencies in the Alameda County-wide Continuum of Care maintained a permanent <br />housing stock of over 2,000 beds, with 200 more beds under development. Despite <br />declining revenue for supportive services, our community has maintained existing <br />housing and successfully moved hundreds of clients into permanent housing and services. <br />• The Superior Court of California -Alameda County's Community Focused Court <br />Committee and the Continuum of Care Council worked together to create an innovative <br />Homeless Caring Court to resolve misdemeanor legal issues that prevent homeless people <br />from securing employment and tenancy. <br />• Continuum of Care Council Members established a technical assistance team and <br />corollary oversight committee to assist organizations in correctly interpreting and <br />complying with federal program regulations and developing systems to ensure that <br />organizational capacity and programmatic performance are of high quality. <br />Priority # 8. Increase the availability of service-enriched housing for persons <br />with special needs. <br />The Housing Alliance Proj ect, now known as Lorenzo Creek Apartments, completed approximately <br />75% of its construction fora 28-unit facility in Castro Valley for very low-income households who <br />are formerly homeless and disabled. Construction is expected to be completed by October, 2005. <br />The marketing and lease-up process has begun -1,500 applications and 6,000 calls for applications <br />were received. Tenants should be occupying units by mid- to end of October 2005, and rent up <br />should be completed by the end of November. This prof ect received HOME, CDBG and local funds <br />from other cities in Alameda County, including CDBG funds for land acquisition in FY99-00 and <br />HOME funds for construction in FY01-02 and FY02-03 from San Leandro. <br />Priority # 9. Neighborhood revitalization. <br />• One of the businesses at the Manor Farnsworth neighborhood commercial center <br />completed its signage improvements, which signified the completion of the Manor <br />Farnsworth Project. <br />• The business owner of a restaurant is still deciding on a facade renovation, which may <br />include the relocation of a PG&E pole.
