Goal B: Provide a Suitable Living Environment <br />Priority # 10. Support public services. <br />The City funded six projects with five agencies -- Building Futures with Women and <br />Children (BFWC), Davis Street Family Resource Center (DSFRC), Eden Council for <br />Hope and Opportunity (ECHO), Project Literacy, and Recreation Link (Rec Link) -- that <br />provided services to 9,451 low-income persons. Services ranged from housing, <br />counseling, job readiness and placement services, enrollment in affordable health care <br />plans and childcare to literacy and recreation programs. <br />BFWC embarked upon a significant and necessary rehabilitation project for its San <br />Leandro Shelter, using CDBG funds. The shelter will re-open September 2005. The City <br />secured an additional $7,000 recycled materials grant to help BFWC provide new <br />padding for their children's playground. <br />• Rec Link provided 202 scholarships for low-income children to attend the City's various <br />recreat>on programs. <br />With money from the General Fund, the City provided funding to 20 non-profit social <br />service agencies that provide services such as childcare, adult literacy, health and <br />counseling, catering to the needs of several target groups such as the homeless, adults, <br />youth, the disabled, children and women in crises. Four CDBG-funded agencies also <br />received General Fund monies in FY04/O5, reflecting the City's leveraging efforts for <br />CDBG. <br />• The Deaf Counseling Advocacy and Referral Agency faced some organizational delays <br />and is in the process of hiring a contractor to install assistive listening systems <br />• Community Resources for Independent Living, anon-profit that offers independent living <br />services to persons with disabilities, replaced its roof in 2004. <br />Priority # 11. Public facilities improvements. <br />• The Cherry Grove Park renovation project was completed. The project was accepted by <br />the City Council in September 2004, and Notice of Completion was recorded with <br />Alameda County. The park was re-opened to the public in July 2005. <br />The design work for Memorial Park renovation project was completed, The project was <br />opened for bid in September and awarded in December 2004. Notice of Completion was <br />recorded with Alameda County in June 2005.
