• these 13 grants, three (3) were to extremely low-income and ten (10) to very low-income <br />households. <br />Priority # 3. Assist low and moderate-income first-time homebuyers. <br />• The City participates with the Alameda County Program in the Mortgage Credit <br />Certificate (MCC) Program providing administrative funding for the MCC <br />processing. One San Leandro household received a MCC to help it purchase a home <br />with a mortgage of $228,000. <br />• Two homebuyer loans were provided to moderate-income families (120 percent of <br />AMI) from the City's First-Time Homebuyer Program. In addition, two below- <br />market rate units were purchased in the Cherrywood housing proj ect. One of the two <br />buyers received assistance through the First-Time Homebuyer Program. <br />• The City continued to promote the California Home Source's Home Ownership <br />Lease-Purchase program in San Leandro. One home was acquired through this <br />program. <br />• City staff sponsored and provided four homebuyer counseling seminars (each lasting <br />two evenings) for potential first-time buyers. Local lenders, realtors, and other <br />homebuyer assistance professionals helped teach the seminars. Seventy-nine (79) <br />people attended, and feedback has been very positive. <br />Priority # 4. Reduce housing discrimination. <br />The City contracted with the Eden Council for Hope and Opportunity (ECHO), a <br />regional non-profit fair housing agency, to provide fair housing services through <br />CDBG funds. There were 24 fair housing inquiries from landlords/property managers <br />and from tenants. Four inquiries were related to disability issues (three tenant <br />inquiries and one landlord/property manager inquiry). ECHO educated people about <br />fair housing laws, rights and responsibilities as well. <br />• ECHO investigated 20 complaints of alleged housing discrimination. Seven <br />complaints involved race, two involved national origin, eight involved disability, one <br />involved familial status (children in the family), one involved age, and one involved <br />gender discrimination. Below were the outcomes: <br />6 cases were referred to the Department of Fair Employment & Housing; <br />1 case was referred to the U.S. Department of Housing and Urban <br />Development; <br />2 cases were resolved by ECHO; <br />Draft Consolidated Annual Performance and Evaluation Report: FY2004-2005 <br />City of San Leandro <br />Page 5 <br />
