9 complaints had insufficient evidence of discrimination; <br />1 case was dropped by the client; and, <br />1 case is still pending. <br />• ECHO'S fair housing counselors conducted 13 fair housing training sessions: <br />^ 6 sessions for 120 landlords and property managers; <br />^ 4 sessions for 80 potential homebuyers; <br />^ 2 sessions for 10 local tenants and another at a jail to educate inmates prior <br />to release; and, <br />^ 1 session for 6 realtors and property managers. <br />• ECHO conducted 13 fair housing presentations on fair housing rights and <br />responsibilities for special entities like the Property Management Training Institute, <br />Eden Information & Referral Service, social service agencies, and prospective testers. <br />They raised awareness in the community about fair housing through four public <br />service announcements sent twice to 23 radio stations and 20 radio stations, <br />newspaper advertisements, and distribution of 1,230 educational fliers at the San <br />Leandro Library, non-profit agencies, and a senior fair. <br />• ECHO conducted two random fair housing audits as a result of housing complaints. <br />(ECHO conducts random and targeted audits to gauge the level of discrimination in <br />the rental housing market). <br />^ One audit involved black and white testers and available rental units to determine <br />the prevalence of racial discrimination. ECHO staff contacted managers involved <br />in differential treatment. All except one was willing to participate in fair housing <br />education. At these owners' property, a site test was conducted. The test revealed <br />no evidence of differential treatment. <br />^ The other audit was conducted in response to a news article alleging age <br />discrimination at a mobile home park. ECHO conducted a site test, but this <br />revealed little information about the park's practices and policies. To provide <br />education, outreach materials were sent to over 70 existing mobile home park <br />residents. <br />• The City also contracted with ECHO Housing for landlord/tenant counseling services <br />through CDBG funds. Information and referral services were provided to 431 <br />landlords and tenants. ECHO assisted with 625 landlord/tenant cases: Among these <br />were 155 cases related to evictions, of which 14 were prevented. Staff also assisted <br />with retaliation cases (11), landlord/tenant inquiries related to repairs (83), deposits <br />(67), rent increases (21), and entries by a landlord (21). There were also 267 other <br />miscellaneous inquiries (e.g., noise, neighbor disputes, parking, mold, etc.). Of the <br />total, five families in mobile home parks were assisted. ECHO also assisted with 17 <br />mediations and 14 eviction mediation cases.
