6. W-Trans will develop recommendations for various improvements along East 14th Street. These improvements will be based on the goals and policies. The recommendation shall include discussion of the advantages and disadvantages of each design feature. The design features shall include the following: • Lane configuration and geometry at intersections • Road widening or narrowing (if necessary) • Traffic control devices antl signal modifications • Pedestrian crossings and improvements • Bicycle access • Access to driveways and side streets • Compatibility with future bus rapid transit • Parking and restricted parking areas • Opportunities for landscaping W-Trans will prepare a traffic analysis of the proposed improvements including: • Average travel speed projections • Average travel delay antl side street delay projections • Level of service projections • Future traffic volume and capacity analysis • Traffic safety projections 8. W-Trans will provide a conceptual plan for the proposed improvements. The conceptual plans will be to the level of 10°I° engineering drawings and shall identify all of the features in item 6 above. 9. W-Trans will provide a cost estimate to design and construct the proposed improvements. If phasing the construction is deemed necessary, the estimate shall reflect the phases. Meetings 10. W-Trans will be required to attend meetings as follows: Community Workshop (1) -The workshop will consist of all interested members of the public. W- Trans will provide all materials for the workshop, including working papers and graphics in a PowerPoint presentation and story boards of relevant photos. W-Trans staff will conduct the public workshop and act as a neutral moderator as well as a technical expert. The primary purpose of this workshop is to develop community consensus on the goals, policies and proposed improvements in the study area. The City will send out the workshop notices and advertising of the workshop. Planning Commission or City Council (1 meeting) - W-Trans staff will attend one Planning Commission or City Council and will assist City Staff in the presentation or response to questions. Staff Project Manager (5 meetings) - W-Trans will meet with the City's project manager, normally prior to the public workshops and Planning Commission and City Council meetings, to ensure timely completion of tasks, coordination or work efforts and review of work program progress.
