6. W-Trans will develop recommendations for various improvements along East 14th Street. These <br />improvements will be based on the goals and policies. The recommendation shall include <br />discussion of the advantages and disadvantages of each design feature. The design features shall <br />include the following: <br />• Lane configuration and geometry at intersections <br />• Road widening or narrowing (if necessary) <br />• Traffic control devices antl signal modifications <br />• Pedestrian crossings and improvements <br />• Bicycle access <br />• Access to driveways and side streets <br />• Compatibility with future bus rapid transit <br />• Parking and restricted parking areas <br />• Opportunities for landscaping <br />W-Trans will prepare a traffic analysis of the proposed improvements including: <br />• Average travel speed projections <br />• Average travel delay antl side street delay projections <br />• Level of service projections <br />• Future traffic volume and capacity analysis <br />• Traffic safety projections <br />8. W-Trans will provide a conceptual plan for the proposed improvements. The conceptual plans will <br />be to the level of 10°I° engineering drawings and shall identify all of the features in item 6 above. <br />9. W-Trans will provide a cost estimate to design and construct the proposed improvements. If <br />phasing the construction is deemed necessary, the estimate shall reflect the phases. <br />Meetings <br />10. W-Trans will be required to attend meetings as follows: <br />Community Workshop (1) -The workshop will consist of all interested members of the public. W- <br />Trans will provide all materials for the workshop, including working papers and graphics in a <br />PowerPoint presentation and story boards of relevant photos. W-Trans staff will conduct the public <br />workshop and act as a neutral moderator as well as a technical expert. The primary purpose of <br />this workshop is to develop community consensus on the goals, policies and proposed <br />improvements in the study area. The City will send out the workshop notices and advertising of the <br />workshop. <br />Planning Commission or City Council (1 meeting) - W-Trans staff will attend one Planning <br />Commission or City Council and will assist City Staff in the presentation or response to questions. <br />Staff Project Manager (5 meetings) - W-Trans will meet with the City's project manager, normally <br />prior to the public workshops and Planning Commission and City Council meetings, to ensure <br />timely completion of tasks, coordination or work efforts and review of work program progress. <br />Whitlock & Weinberger Transportation, Inc.
