Expose people or structures to a significant risk ~ 4 <br />of loss, injury or death involving wildland <br />fires, including where ~~~ildlands are adjacent to <br />urbanized areas or where residences are <br />intermixed with wildlands? <br />EYPLANATIO[V: <br />a,b) The proposed project would not involve the routine use and transprn-t of relatively small quantities of petroleum products. In the <br />short-te~nn, temporary construction activities would require the use of certain materials such as fuels and oils that in large quantities <br />could pose a potential hazard to the puhlic or environment if improperly used or inadvertently released_ Inadvertent release of large <br />quantities of these materials into the environment could adversely impact soil, surface waters, or groundwater quality. However, the <br />onsite storage, or disposal of large quantities of potentially hazardous materials are not required for a construction project of the <br />proposed size and type. The use of best management practices typically implemented as part of construction would minimize the <br />potential negative effects to groundwater and soils. These could include the Following_ <br />• Follow manufacturer's recommendations on use, storage, and disposal of chemical products used in construction; <br />• Avoid overtopping construction equipment fuel gas tanks; <br />• During routine maintenance of construction equipment, properly contain and remove grease and oils. <br />• Properly dispose of discarded containers of fuels and other chemicals. <br />c) Schools within the immediate. vicinity of the project site include James Madison School located at 14751 Juniper Street, <br />approximately one-quarter mile to the northeast of the project site, St Felicitas School located at 1650 Manor Boulevard, <br />approximately one-quarter mile to the east of the project site, Dayton School located at ]500 Dayton Avenue, approximately one- <br />quartermile to the east of the project site, and Barrett School located al Via Sonata and Via Barrett, approximately one-half mile to <br />the southeast of the project site. In addition, truck traffic generated from the proposed project would pass by other schools within <br />the City and neighboring communities. However, the proposed project would not emit hazardous emissions or handle hazardous or <br />acutely hazardous materials, substances, or waste. Therefore, this would be a less than significant impact. <br />d) The Hazardous Waste and Substances Sites (Cortese) List is a planning document used by the Stale, local agencies and <br />developers to comply with the California Environmental Quality Act requirements in providing information about the location of <br />hazardous materials release sites. Government Code section 65962.5 requires the California Environmental Protection Agency to <br />develop at ]east annually an updated Cortese List. <br />The online Cortese List, current as of November 18, 2003, was searched and the proposed project site was not listed as a <br />contaminated site, and therefore does not represent a significant hazard to the public or the environment. As such, there would be no <br />impacts associated with listed sites as a result of the project (h~:i~www.dtsc.ca.t;ov!database,~'Calsites'Cortese_List.cfm, accessed <br />November 19, 2003). <br />e) The Oakland International Airport is located approximately 2.5 miles to the northwest of the DMMS. Therefore, the project site <br />is not located within two miles of a public airport or public-use airport but it is located within the Alameda County Airport Land Use <br />Plan area. However, the proposed project would not result in the permanent placement of people within a safety hazard. <br />~ The project site is not within the vicinity of a private airstrip. <br />g) According to the San Leandro General Plan, "[a]t the present time. San Leandro does not have officially designated evacuation <br />routes." Nonetheless, the proposed project would not obstructor interfere with emergency access and emergency evacuation. <br />h) For a discussion of fire protection services, see 5ecdon 7CII1. Puhlic Services, below. While San Leandro does lie adjacent to <br />thousands of acres of potentially flammable coastal scrub and forested open space. the project site is not specifically identified as an <br />area of high fire hazard, due to its close proximity to the San Francisco Bay and the lack of dense vegetation.
